Two limitations make the management of fake drugs and fake milk ineffective
Talking to the press about limitations that make quality control, post-inspection and management of fake drug and milk products ineffective, Mr. Tran Huu Linh - Director of the Department of Domestic Market Management and Development (Ministry of Industry and Trade) said that there are two limitations.
Firstly, some businesses have fully implemented procedures and business documents according to legal regulations to cover up product violations that can only be detected when they are tested. However, the products and goods have not shown any signs of violation to be able to take samples for testing.
Second, through research, we found that these subjects have defrauded the product's name as " Milk", "Drug" but the actual name according to the announcement and product labeling is "health protection food", "Supplementary foods", "recept nutritional products", "food for special diets"...
"The group of subjects who recently violated fake drugs used new methods of committing crimes. They do not forge products circulating on the market but put their own drug names and company names, most of which are "virtual" headquartered abroad such as Malaysia, Singapore...
After production, under the guise of being pharmacists selling drugs to pharmaceutical companies, the subjects use social networks to advertise and introduce "hand-carried goods". To create trust, they initially mix real drugs with fake drugs before selling them on the market to deceive consumers" - Mr. Tran Huu Linh said.
According to Director Tran Huu Linh, the subjects rented warehouses as production places in deserted areas, alleys, and deep in alleys. After that, they hire production workers who are relatives or acquaintances, mainly from other localities. During the production process, workers live in a closed warehouse, not contacting surrounding people to avoid them, making it difficult for the supervision and inspection of the authorities.
Effective coordination is needed by many agencies
To manage quality control, post-inspection and manage fake drug product groups, it is necessary to coordinate between specialized forces, ministries and localities more effectively.
Proposing solutions, Director Tran Huu Linh suggested that ministries and branches currently have the responsibility of state management of food quality, standards and safety as well as raw milk and agricultural products provided, share or regularly notify information about enterprises that have announced products.
Ministries, branches and competent authorities need to strengthen the review and improvement of the system of legal policies and policies on State management and inspection and handling of violations of health protection foods, processed foods in general, drugs, pharmaceuticals, and milk in particular.
Specialized forces, ministries, branches and localities need to review and complete the Coordination Regulations signed in the fight against smuggling, trade fraud and counterfeit goods, focusing on effective implementation.
Specialized forces, ministries, branches and localities need to immediately build a specialized database and strengthen connections and share information to serve the fight against smuggling, trade fraud and counterfeit goods in general, against counterfeit goods, goods violating intellectual property and food safety in particular.
Director Tran Huu Linh also recommended that consumers should proactively raise awareness in buying, selling and consuming goods in accordance with legal regulations, avoid unintentionally or intentionally assisting criminals in smuggling, manufacturing and trading banned goods, counterfeit goods, poor quality goods, and infringing on intellectual property.
