In the urgent dispatch No. 2755/CD-BCT dated April 18, 2025, Minister Nguyen Hong Dien said that recently, the authorities have continuously inspected and discovered a number of enterprises, organizations, and individuals producing, advertising, and distributing many types of fake milk; fake drugs, fake health protection foods in some localities.
It is worth noting that the production and trading of these counterfeit goods has lasted for many years, directly affecting the health and lives of people.
In order to enhance the responsibility of relevant agencies in managing, supervising, promptly detecting, preventing and handling the production and trading of counterfeit goods, especially milk products, counterfeit drugs, and counterfeit health protection foods, the Minister of Industry and Trade, Deputy Head of the National Steering Committee 389, requested the People's Committees of provinces and cities to closely follow market developments.
At the same time, synthesize and report to the Ministry of Industry and Trade on the fluctuations in the market of essential goods serving production, business needs and people's lives, especially items that directly affect people's health.
Direct competent authorities to urgently review and inspect the compliance with the law of drug and health protection food businesses in the area, recall counterfeit drugs and counterfeit health protection foods that have been detected, and strictly handle violations in accordance with regulations.
The Minister requested the People's Committees of provinces and cities to strengthen inspection and supervision of food security and safety assurance. Resolutely fight, prevent, and strictly handle organizations, individuals, and production and business establishments that violate regulations on food safety.
Encourage the role of authorities at all levels, management agencies, social organizations and consumer supervision in complying with food safety laws for individuals and food production and trading establishments.
The Minister also requested the People's Committees of provinces and cities to direct competent authorities under the Provincial People's Committees to conduct post-inspections on self-declaration of products/registry of product declarations, production, business, import, advertising, and taking samples for testing of products/ product groups in Appendix II of Decree 15/2018/ND-CP dated February 2, 2018 of the Government.
Develop a post-inspection plan for food production and trading establishments in the area, focus on controlling food safety, post-inspection of compliance with food safety regulations for establishments producing, trading, importing, advertising health protection foods (in newspapers, radio and the Internet); establishments producing and trading medical nutrition foods, foods for special diets; establishments producing, trading, importing, advertising dietary supplements and formula nutrition products for young children.
Direct relevant authorities to strengthen sample collection to check the quality of goods for inspection teams in the areas.
Strengthen inspection and strictly handle acts of false statements and advertising, especially for items that directly affect people's health.
At the same time, the Minister also requested the People's Committees of provinces and cities to step up propaganda, education, raise awareness, determine the responsibilities and actions of Party committees, Party organizations, cadres, Party members and people in ensuring food security and safety.
Emphasize the role and responsibility of organizations, individuals and enterprises in implementing food safety laws. Timely inform the supply chains of safe and high-quality agricultural products as well as violating facilities, which pose a potential risk of insecurity and food safety.
For the Department of Domestic Market Management and Development, the Minister requested the Department to closely monitor the developments of the domestic market, closely coordinate with local authorities to ensure market stability and supply and demand of goods. Direct market management forces to strengthen inspection and control, promptly detect, prevent, and strictly handle the acts of producing and trading fake food, fake milk, and fake drugs.
For the Department of Industry and Trade of provinces and cities, the Ministry of Industry and Trade requested the Department to direct the Department of Market Management in the locality to focus on implementing the management of the area, regularly monitoring and monitoring the market in order to promptly detect abnormal developments of goods circulating on the market, especially dairy products, medicines, health foods, especially in small retail channels, non -formal agents, non -formal agents, and non -formal agents unknown origin, poor quality goods; proactively coordinate with local functional agencies to review and comprehensively check with establishments producing and trading dairy products, drugs and health foods.
