At the meeting, delegates focused on discussing and giving opinions on the draft Project on innovation, development and improvement of the quality of the Hung Yen provincial health system in the period 2026-2030, with a vision to 2035; the draft Plan of the Provincial People's Committee to implement Action Program No. 02-CTr/TU of the Provincial Party Committee Standing Committee to implement Resolution No. 72-NQ/TW of the Politburo on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health.
The projects and plans are of great significance in timely and synchronously concretizing the central and provincial policies for the cause of protecting, caring for, and improving people's health. This is also an important political and legal basis to orient the development of the Hung Yen provincial health system towards modernity, sustainability, fairness and efficiency, taking people as the center, and taking the quality of health services as a measure.
Through projects and plans, the province aims to comprehensively innovate the health system, from preventive medicine, grassroots health, medical examination and treatment, population work to ensuring social security in the field of health; improve state management capacity, quality of health human resources; promote the application of science and technology, digital transformation, and socialization in people's health care.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Pham Van Nghiem requested the Department of Health to closely follow the goals and tasks of Action Program No. 02-CTr/TU; research and clearly define specific goals, in which focus on building a grassroots health system and provincial-level health system capable of medical examination and treatment, ensuring a health coverage rate of 99%, in accordance with the goals set out by the Provincial Party Congress.
The objectives of the Project need to integrate breakthroughs in grassroots health, preventive health, smart health, and development of high-quality human resources; clearly define the content of investment, procurement, and upgrading of facilities and equipment; effectively mobilize public investment resources and other legal resources, ensuring a specific and feasible implementation roadmap.
The Vice Chairman of the Provincial People's Committee assigned the Finance sector to coordinate with the Health sector and relevant departments and branches to summarize and develop detailed appendices, ensuring focus, clear orientation, and avoiding spreading.
Regarding the draft Plan to implement Action Program No. 02-CTr/TU, the Vice Chairman of the Provincial People's Committee requested the Department of Health to build a short general objective; clearly analyze the current situation of the health sector, especially the quality of human resources and infrastructure; clearly define the role of the medical examination and treatment system and preventive medicine; pay attention to modernizing healthcare infrastructure, expanding treatment scale associated with investing in equipment and training medical staff.
