Associate Professor, Dr. Phan Thi Thu Huong - former Director of the Department of HIV/AIDS Prevention (Ministry of Health) - is the 2nd Chairwoman of the Council of Hanoi Medical University, succeeding Prof. Dr. Ta Thanh Van - the first Chairwoman of the Council of Hanoi Medical University.
Speaking at the ceremony, Minister of Health Dao Hong Lan said: In order to facilitate the arrangement of officials of the Ministry of Health, Prof. Dr. Ta Thanh Van wishes to apply for transfer of responsibilities and tasks to new factors to focus on teaching and research. Therefore, the Ministry has carried out the dismissal procedures ahead of time for Prof. Dr. Ta Thanh Van to consolidate the title of the Chairman of the School Council for Assoc. Prof. Dr. Phan Thi Thu Huong at this time.

Minister Dao Hong Lan emphasized that contributing to these achievements of the school is the dedication, enthusiasm, and tireless efforts of Prof. Dr. Ta Thanh Van, former Chairman of the School Board.
"In the early years of the renovation period of the university autonomy mechanism, he was a steadfast pioneer, leading the school to overcome all difficulties. His impressions are not only impressive numbers of international cooperation or research achievements, but also breakthrough governance reforms, with the development of facilities, and above all, the preservation of noble medical values, serving the community" - Minister Dao Hong Lan said.
On behalf of the leaders of the Ministry of Health, Minister Dao Hong Lan expressed her gratitude to Prof. Dr. Ta Thanh Van, who has been attached to the School for more than 40 years, has been a student, trainee of a resident physician, lecturer to management positions such as Vice Principal, Principal, Party Committee Secretary - Chairman of the School Council.
Prof. Dr. Ta Thanh Van has made many contributions and made good marks to the development of the University and has fulfilled his mission as the first Chairman of the Board of Hanoi Medical University.

Minister Dao Hong Lan also noted that one of the tasks of Hanoi Medical University is to develop the school into a national key higher education institution with capacity, prestige in training, research, medical examination and treatment services, leading in the network of higher education institutions in the health sector, achieving top quality in Asia.
At the same time, ensuring training to improve the quality of medical staff, contributing to improving public health and people's health care, thereby enhancing the stature of Vietnamese people.
The Minister expressed his confidence that with the leadership role of the Party Committee, the governance, direction and supervision of the School Council, Associate Professor, Dr. Phan Thi Thu Huong will continue to promote her intelligence, bravery and enthusiasm, apply her experience in macro- governance and micro-management with the collective of teachers, staff and all students, Hanoi Medical University will continuously develop, continuing its glorious career throughout 123 years of formation, development and reaching the world.
Thus, in addition to Chairwoman of the Board of Phan Thi Thu Huong, Hanoi Medical University has a Board of Directors including Principal - Prof. Dr. Nguyen Huu Tu and 4 Vice Principals including: Associate Professor, Dr. Kim Bao Giang; Associate Professor, Dr. Ho Thi Kim Thanh; Associate Professor, Dr. Le Dinh Tung; Dr. Pham Xuan Thang.
Associate Professor, Dr. Phan Thi Thu Huong graduated from Hanoi Medical University (1995), Master's degree from Libre de Madrid, Belgium (ULB) (ulb 2004) and PhD from the University of Public Health (2013). She received a high degree in political theory and advanced training in public administration management from Harvard University and Indiana University (USA).
Associate Professor. Huong was recognized as an Associate Professor in 2017. Since 2024, she has been a visiting associate professor at Massachusetts Amherst University (UMass) (USA).
With the efforts of Associate Professor. Huong and his colleagues, the Department of HIV/AIDS Prevention and Control have implemented many effective programs, contributing to making Vietnam the 4th country in the world in the quality of HIV/AIDS treatment and leading the Asia-Pacific region in pre-exposure prophylaxis.
With more than 30 years of experience in the medical field, Associate Professor. Huong has made many important contributions to enhancing Vietnam's position in HIV/AIDS prevention and control in the international arena.
Since 2018, Associate Professor, Dr. Phan Thi Thu Huong has been awarded by Prof. Françoise Barre-Sinoussi, who won the 2008 Nobel Prize in Medicine and was the discoverer of the HIV virus, introduced and nominated him as a Coordinator of ARNS Mers (France National Institute for HIV/Inflammation and Emerging Diseases).
