On June 13, information from Hanoi City Police, the Investigation Police Agency (IPA) - Hanoi City Police (CATP) arrested Ho Ba Quyen (born in 1988, driver's license) and Le Van Linh (born in 1995, bus conductor), both residing in Quynh Luu District, Nghe An Province, for resisting law enforcement officers.

According to Hanoi City Police, previously, at around 9:45 p.m. on June 11, 2025, the Working Group of Road Traffic Police Team No. 14 - Hanoi Traffic Police Department discovered a truck with license plate 37C-326.49 traveling along the elevated Ring Road 3 down to the service road to National Highway 1B (Phap Van - Cau Gie Expressway) showing signs of carrying oversized and overloaded goods.

The working group then signaled to stop the car, called the loudspeaker to ask the car to stop for inspection. However, the driver did not comply and crashed the car straight into the rear of the traffic police car of the working group.

After that, the bus assistant jumped down to hug the traffic police officer, obstructing the traffic police car from moving for the car with license plate 37C-326.49, then the bus assistant jumped over the fence on the side of the road and ran away.

The working group reported to the unit commander to increase forces and coordinate with professional units of the Traffic Police Department - Ministry of Public Security, Ha Nam Provincial Police to arrest the subjects.

At about 11:17 p.m. the same day, the authorities stopped the car at the Duc An gas station (Thanh Phong commune, Thanh Liem district, Ha Nam province).

The authorities made a record and took the driver, Ho Ba Quyen, and the vehicle to the police station for questioning. At 4:00 p.m. on June 12, bus conductor Le Van Linh went to Hoang Liet Ward Police Station, Hoang Mai District to surrender.

Through inspection of the total weight of the vehicle, the initial result was 77.8 tons/34 tons (overload 195.1% compared to the volume of cargo allowed for traffic).

Through verification, the goods on the vehicle did not have documents proving their origin.

On June 12, the Hanoi City Police Department issued a decision to temporarily detain Ho Ba Quyen and Le Van Linh.
