On November 3, the Investigation Police Agency of Quang Nam Province Police announced that it had issued a decision to prosecute the criminal case of "Violating regulations on management and use of state assets causing loss and waste" and "Fraudulent appropriation of property" occurring at the Nam Giang District Administrative Center Road project.
Regarding the case, the police have prosecuted and temporarily detained Pham Ba Linh (Director of Hoang Thong Construction Joint Stock Company) for the crime of “Fraudulent appropriation of property”; prosecuted and banned Thai Minh Hoang (former Director of Nam Giang District Project Management Board) from leaving his place of residence for the crime of “Violating regulations on management and use of state assets causing loss and waste”.
Through the investigation process, the Investigation Police Agency of Quang Nam Province Police determined that in 2016, the Nam Giang District Project Management Board signed a contract with Hoang Thong Construction Joint Stock Company to construct the Nam Giang District Administrative Center Road project.
During the contract implementation process, Hoang Thong Construction Joint Stock Company advanced over 12 billion VND, but did not use it to construct the project as committed, but appropriated it for personal use.
The case is under further investigation according to regulations.
