Previously, through grasping the situation in cyberspace, the Cyber Security and High-Tech Crime Prevention Department (Quang Ngai Provincial Police) discovered a network gambling ring online in the form of football betting with a particularly large scale, in many localities across the country.
To conceal criminal acts, subjects create and use anonymous accounts to exchange and contact through many highly secure social networking platforms such as Telegram, Zalo, Facebook; and at the same time frequently change contact methods, use non-genuine phone SIMs, intermediary bank accounts.... to cope with detection by functional agencies.
After collecting and consolidating sufficient documents and evidence, on May 30, 2026, the Department of Cyber Security and High-Tech Crime Prevention presided over and coordinated with the Department of Cyber Security and High-Tech Crime Prevention (Ministry of Public Security) and the police of units and localities to divide into many working groups to summon and fight against the mastermind and ringleader Tran Ngoc Hoang (36 years old), permanently residing in Binh Hung Hoa ward, Ho Chi Minh City, and 8 other related subjects.
Through struggle, the subjects confessed to their entire criminal acts. Accordingly, Tran Ngoc Hoang used a Super football betting account (super agent) to log in on the website agbong88. com.
From this account, Hoang used electronic devices and information technology to create, manage and decentralize many lower-level accounts, forming a multi-layered gambling organization system, including 9 Master accounts (total agent), 9 Agent accounts (intermediary agent) and 104 Member accounts (direct player).
Through a strict decentralization model, the subjects have attracted many people to participate in online football betting in many provinces and cities across the country.
From the beginning of 2026 to the time of dismantling, the total amount of gambling transactions through the system operated by the subjects amounted to more than 600 billion VND.
