Based on the provisions of Article 77 and Article 76 of the 2023 Housing Law supplemented by Point a, Clause 3, Article 29 of the Population Law (effective from July 1, 2026) stipulating the subjects eligible to buy social housing include:
(1) People with meritorious services to the revolution, relatives of martyrs who are eligible for housing improvement support according to the provisions of the Ordinance on Preferential Treatment for People with Meritorious Services to the Revolution.
(2) Poor and near-poor households in urban areas.
(3) Low-income people in urban areas.
(4) Workers and employees working at enterprises, cooperatives, and cooperative unions inside and outside industrial parks.
(5) Cadres, civil servants, and public employees according to the provisions of law on cadres, civil servants, and public employees.
(6) Subjects who have returned official residences as prescribed in Clause 4, Article 125 of the 2023 Housing Law, except in cases where official residences are revoked due to violations of the provisions of the 2023 Housing Law.
(7) Households and individuals who are subject to land acquisition and must clear and demolish houses according to the provisions of law but have not been compensated by the State with houses and residential land.
(8) Officers, professional soldiers, non-commissioned officers of the People's Armed Forces, police workers, civil servants, workers and national defense officials serving in the army; people working in cryptography, people working in other cryptography organizations receiving salaries from the state budget who are working are allowed to buy social housing if they have not enjoyed housing support policies for the People's Armed Forces.
(9) Poor and near-poor households in rural areas.
(10) Poor and near-poor households in rural areas in areas frequently affected by natural disasters and climate change.
In addition, the National Assembly has just passed the Population Law, adding subjects eligible to buy social housing as follows:
(11) People with 2 or more biological children.
