Creating mechanisms and removing policies for social housing development
Mr. Vuong Duy Dung - Deputy Director of the Department of Housing and Real Estate Market Management, Ministry of Construction - said that the Housing Law and the Decree guiding regulations on land fund allocation, investment procedures, price calculation, subject selection in buying and selling transactions... have created mechanisms and removed social housing development policies.
Currently, new regulations along with guiding decrees are being implemented and specifically guided by the Ministry of Construction. The implementation of social housing projects in some localities has contributed to increasing supply, while providing prices more suitable for people. The Government and ministries and branches are very determined to implement the Project to build 1 million social housing units.
"To effectively implement, the Ministry of Construction sets targets for social housing development for each locality each year. This is one of the important bases to help promote the implementation of social housing in the coming time, while ensuring that the 145,000 billion VND credit package for social housing loans is effectively disbursed" - Mr. Dung said.
Proposal to shorten procedures, expand bidding criteria
Sharing with Lao Dong reporter, Chairman of Ho Chi Minh City Real Estate Association (HoREA) Le Hoang Chau has made many proposals to implement the goal of developing at least 1 million social housing apartments in the period of 2021-2030. In particular, it is noteworthy to propose that the Ministry of Construction consider submitting to the Government and the National Assembly Standing Committee for consideration and submission to competent authorities to consider allowing the National Assembly to issue a "Piloting Resolution on specific mechanisms and policies for the development of social housing", to implement Directive No. 34-CT/TW dated May 24, 2024 of the Secretariat "on strengthening the Party's leadership in the development of social housing in the new situation".
In the long term, the Association proposes that the Ministry of Construction consider submitting to the Government and competent authorities to consider adding the above proposal to Point c, Clause 4, Article 84 of the 2023 Housing Law to unify a unit, the Provincial Housing Management Agency (Department of Construction) to carry out the procedure of "approval of investment policies, adjustment of investment policies for investment projects, construction of social housing" to shorten the time to implement administrative processes and procedures.
At the same time, HoREA proposed that the Ministry of Planning and Investment consider amending the criteria for "experience capacity" of investors participating in bidding to select investors to implement social housing projects because currently, localities have rejected and not approved businesses participating in bidding for social housing projects (excluded from the parking round) even though businesses have a lot of experience as investors in commercial housing projects and urban areas, just because they think that this business has no experience in social housing.
Responding to the Program for developing at least 1 million social housing apartments for the period 2021-2030, about 15 large real estate corporations and enterprises have registered to participate with more than 1.5 million apartments, so the Association proposed that the Prime Minister direct localities to arrange enough land and implement many methods to create land funds for developing social housing, especially creating conditions for investors to negotiate on receiving land use rights or having land use rights and bidding methods to select investors for social housing projects.
