Many resettlement areas are stuck in planning
On November 10, 2022, the People's Council of Dak Nong province approved the investment policy for 6 resettlement areas in Dak R'lap district with a total investment of 523 billion VND (from the provincial budget).
The total area of 6 resettlement areas is 52.75ha. Of which, the resettlement area is 25.97ha/1,146 lots. Other land areas such as traffic and public works are 26.78ha.
The construction of these resettlement areas is to hand over to people whose land was acquired during the site clearance for the construction of Nhan Co Alumina Factory and the bauxite mining process in Dak R'lap district.
After nearly 2 years of approval, the common point of all 6 resettlement areas is that they have not been implemented. According to the Project Management Board and Land Fund Development of Dak R'lap District, of the 6 approved resettlement areas, only the resettlement area in Village 11, Nhan Co Commune is not affected by the bauxite planning approved by the Government.
The resettlement area in village 7, Kien Thanh commune is partially stuck; the remaining 4 resettlement areas are completely stuck with the bauxite mining planning. Up to now, 5 resettlement areas are stuck with the bauxite planning, and must seek approval from the Central Government before being implemented.
Still having problems with site clearance
In December 2023, the Dak Nong Provincial People's Committee approved the contractor selection plan for the resettlement area project in Village 11, Nhan Co Commune. The project has a total value of more than 70 billion VND.
In the approved plan, the resettlement area project in village 11, Nhan Co commune will be organized to select contractors in the first and second quarters of 2024. However, through actual research, it shows that the project has not been implemented. The main reason is that the site clearance work is facing many difficulties.
Regarding this project, in January 2024, the People's Committee of Dak R'lap district issued a plan on land acquisition, investigation, survey, measurement, and inventory to implement the project.
In addition, the Dak R’lap District People’s Committee has also issued a notice of land recovery for project implementation for 42 households and individuals. The unit assigned to clear the land is the Dak R’lap District Project Management and Land Fund Development Board.
The unit has currently carried out land status inspections of 31 cases with an area of 5.5 hectares. The remaining households did not cooperate in the asset inventory and still have recommendations related to the land acquisition boundary.
According to the Dak R’lap District Project Management Board, households in the project area basically agree with the State’s policy. However, many households request to adjust the planning boundary from the Ho Chi Minh Road boundary marker to about 70m in depth.
The reason is that after land acquisition, many households do not have enough land to live and produce. In particular, some households have a large area of land in use, but the land use right certificate is much smaller than the actual land area.
In this context, over the past months, the Dak R'lap District Project Management Board and the local political system have organized propaganda, mobilized, and explained people's difficulties.
However, many households still do not comply and do not cooperate in the planned inventory. Currently, 37 plots of land in the resettlement area project area of village 11, Nhan Co commune have been measured but the results have not been confirmed by households. Some households with land adjacent to Ho Chi Minh road have not cooperated in indicating the boundaries and markers of the plots.
To ensure the progress of site clearance, Dak R'lap District People's Committee has directed specialized departments and offices to develop a plan for mandatory inventory for 11 cases of non-compliance.
Dak R'lap District People's Committee will synthesize and report to Dak Nong Provincial People's Committee on opinions and recommendations of people related to site clearance work to resolve in accordance with the provisions of law.
