Accordingly, the Council consists of the following gentlemen and women:
1. Mr. Pham Van Thinh: Vice Chairman of Bac Ninh Provincial People's Committee - Chairman of the Council;
2. Mr. Nguyen Minh Hieu: Director of Bac Ninh Department of Industry and Trade - Vice Chairman of the Council;
3. Ms. Vu Thi Phuong Thao: Deputy Director of Bac Ninh Department of Finance - Vice Chairman of the Council;
4. Mr. Pham Van Da: Deputy Chief of Office of Bac Ninh Provincial People's Committee - Member;
5. Mr. Hoang Anh Tuan: Deputy Director of Bac Ninh Department of Industry and Trade - Member;
6. Mr. Nguyen Xuan Doan: Deputy Director of Bac Ninh Department of Construction - Member;
7. Mr. Phi Thanh Binh: Deputy Director of Bac Ninh Department of Agriculture and Environment - Member;
8. Mr. Do Duc Trinh: Deputy Director of Bac Ninh Provincial Police - Member;
9. Chairman of the commune-level People's Committee or Vice Chairman of the commune-level People's Committee where the industrial cluster is assigned to participate in the Council - Members;
10. Mr. Than Van Trung: Head of Industrial Management Department, Bac Ninh Department of Industry and Trade - Secretary of the Council.
The decision clearly states that the council is responsible for evaluating and selecting investors to build technical infrastructure for industrial clusters in Bac Ninh province according to the provisions of Decree No. 32/2024/ND-CP dated March 15, 2024 of the Government on management and development of industrial clusters.
Develop and promulgate operating regulations, assign specific tasks to each member and secretary, unify principles, working methods, and specific scoring criteria according to regulations. Resolve problems and complaints (if any) related to the results of investor selection evaluation. The Council self-dissolves after completing its tasks.
According to the Department of Industry and Trade of Bac Ninh province, as of January 2026, there are 96 industrial clusters in the province.
In which, 30 industrial clusters were previously assigned to district-level People's Committees, commune-level People's Committees, and Management Boards of district-level industrial parks (old) as investors, more than 60 industrial clusters have been established with enterprises as investors.
