The Hanoi People's Committee issued Decision 51/2025/QD-UBND dated August 21, 2025 on amending and supplementing a number of articles in Decision 01/2025/QD-UBND dated January 15, 2025 of the City People's Committee on Issuing unit prices for new construction of houses, houses, and construction works attached to land to serve as a basis for calculating compensation for damages when the State reclaims land in Hanoi.
Accordingly, Decision 51/2025/QD-UBND amends and supplements a number of Articles and clauses of Decision 01/2025/QD-UBND dated January 15, 2025 of the Hanoi People's Committee as follows:
- Amend and supplement Article 1 as follows:
Amend and supplement a number of contents in Appendices I, II and III issued with Decision 01/2025/QD-UBND to replace them with Appendices I, II and III issued with Decision 51/2025/QD-UBND.
- Amend and supplement Clause 3, Article 3 as follows:
The application of unit prices with value added tax and no value added tax in this Decision (as prescribed in Clause 1, Article 5 of Circular 219/2013/TT-BTC) is organized as follows:
+ Unified price applicable to households and individuals; organizations and enterprises (in case the recovered assets have not declared input value added tax) including value added tax (VAT). In case organizations and enterprises have declared an input value-added tax deduction, the tax-added unit price (VAT) will be applied.
+ The determination of the dossier that has and has not declared input value-added tax of houses and constructions on land of organizations and enterprises is based on the dossier and confirmation document of the Hanoi City basic tax under the Hanoi City Tax. The People's Committees of communes and wards are responsible for sending documents requesting the Hanoi City Sub-Tax under the Hanoi City Tax to be coordinated to provide information on the declaration of tax deductions (VAT) of organizations, enterprises and business households as a basis for applying unit prices to determine the value of compensation and support according to regulations.
The following are Appendices I, II and III issued with Decision 51/2025/QD-UBND on unit prices for new construction of houses, houses, and construction works attached to land to serve as a basis for calculating compensation for damages when the State reclaims land in Hanoi as follows:
(1) Unified construction price for new housing

Note:
- 1-storey houses with additional areas in the unit price include water tanks and floating tanks.
- 1-storey houses without additional areas in the unit price do not include water tanks and floating tanks.
- 1-storey houses of type 1 and type 2 in the unit price do not include additional ceilings. In case of ceiling, the price of a house with a ceiling is calculated according to the principle that the price of the house with a ceiling is equal to the price of the corresponding type of house in the price list above plus the ceiling price of the project that needs to be determined (the determination of ceiling unit prices is applied similarly to the content of determining architectural unit prices according to regulations on compensation, support, resettlement, regulations on management of construction investment costs of the State and the City).
- Individual houses built in the form of villas (identified in the construction permit) are houses 2 to 3 floors high and houses 4 to 5 floors high, with at least 3 openings facing the yard and garden in the same plot of land. The unit price does not include the cost of building yards, gardens, and fences; in case a house has a yard, garden, or fence, the above costs will be added to the unit price (the determination of unit prices for yards, gardens, and fences is applied similarly to the content of determining unit prices for architectural objects according to the instructions in Clause 1, Article 1 of Decision 38/2025/QD-UBND of the Hanoi People's Committee).
- For fibroximalt-roofed houses, the same unit price as tiled or corrugated iron houses is applied.

Note:
- The price of temporary houses does not include water tanks and phosphorus tanks.
- The unit price for moving graves is specifically applied as follows:
+ For graves with a size within a scale smaller than the size (or volume) specified in Point 2.3 of Section X above, the unit price for moving graves specified in Point 2.3 of Section X shall be applied.
+ For graves with a size smaller than the size specified in Point 2.1, 2.2 points X but larger than the size (or volume) at Point 2.3, point X above, the unit price for moving graves specified in Point 2.1, point 2.2 points X (depending on each material for completing the grave) will be applied.
+ Other cases such as larger graves or graves with specific architecture shall comply with Clause 2, Article 1 of Decision 38/2025/QD-UBND dated June 30, 2025 of the Hanoi People's Committee.
- The unit price of water tanks is the unit price for new construction for common types of water tanks, used in households, with a bottom and cover of a tank poured with reinforced concrete, walls built with 220 mud bricks (closed tank type).
- The unit price for building a fence is the unit price for new construction of fence walls with a structure of 2m high, brick foundation, and columns.
- For units not included in the price list announced with Decision 51/2025/QD-UBND, the People's Committees at the commune level shall follow the instructions in Clause 1, Article 1 of Decision 38/2025/QD-UBND dated June 30, 2025 of the Hanoi People's Committee.
