Hundreds of thousands of people in Ho Chi Minh City have completed the driving test but have not yet received a physical driving license. This issue was explained by a representative of Ho Chi Minh City Police at the socio-economic press conference on the afternoon of August 28.
At the press conference, Lieutenant Colonel Nguyen Ngoc Nam, Deputy Head of PC08 Department (Ho Chi Minh City Police), said that there are currently more than 125,000 people who have passed the driving test but have not been granted a physical driver's license (GPLX).
According to Lieutenant Colonel Nam, the main reason is that from March 1, 2025, the Ministry of Public Security has officially received the task of testing, granting and changing the driving license from the Ministry of Transport (now converted to the Ministry of Construction). This conversion leads to changes in approved models, safety film and technical materials according to new standards.

Lieutenant Colonel Nguyen Ngoc Nam reassured the people, affirming that while waiting to receive a physical driver's license, all cases that have been granted by the Traffic Police Department have been integrated right on the VNeID application.
According to the Law on Road Traffic Order and Safety 2024, the electronic driving certificate on VNeID has a legal value equivalent to the physical version. Therefore, people with an electronic driving certificate can be completely assured when participating in traffic.
The representative of PC08 Department also pledged to mobilize maximum forces, work overtime day and night as soon as the Ministry of Public Security issues all PET card blanks, to quickly print and return the certificates to the people, to completely handle this backlog.
