According to Mr. Mac Dinh Minh, many apartments are not suitable for the plan, such as areas with old apartments planned to be trees and parks. The planning of 1-5 floors is low, but the actual population exceeds.

This makes it difficult for the renovation and rebuilding of apartment buildings to attract investors due to limitations on height and population.

Referring to this content, architect Dao Ngoc Nghiem - Vice Chairman of Vietnam Urban Development Planning Association - said that the Law on Housing 2023 and the Capital Law with many breakthrough regulations will contribute to the removal of the obstacles and difficulties in the renovation of old apartments.

However, Mr. Nghiem also noted that Hanoi City should soon issue guiding documents so that new points in the Capital Law are quickly implemented.
