Through inspection, Mr. Le Tien Chau, Member of the Party Central Committee, Secretary of the City Party Committee, Head of the National Assembly Delegation of Hai Phong city, emphasized that in the past time, the work of developing social housing in the city has been concerned and closely directed by the City Party Committee, People's Committee, and People's Council, achieving many good results.
However, the reality of implementing the appraisal, purchase, lease-purchase, and lease of social housing in some projects still exists, is inadequate, and poses a risk of negativity, and people face difficulties in procedures. People with real needs have not been able to access it; the disclosure of project information, apartment numbers, appraisal results, and lists of buyers in some projects is still not timely and not synchronized.
To overcome this situation, the Secretary of the City Party Committee proposed that investors focus on accelerating the construction progress. The Department of Construction and investors strengthen publicity and transparency, shorten the time to resolve procedures for people; resolutely prevent and strictly handle acts of policy profiteering, ensuring social housing reaches the right beneficiaries. The City has established a Standing Working Group to guide dossiers on social housing for people, build internal procedures on order and procedures for buying social housing, to minimize travel time for people; shorten time compared to the Government's regulations.

According to Decision No. 444/QD-TTg dated February 27, 2025 of the Prime Minister assigning the target of completing social housing for Hai Phong city in the period 2021 - 2030 is 49,400 units. Of which, 10,694 units were completed in 2025, and 32,845 units were completed in the period 2026-2030. According to the Department of Construction, in the period from 2021 - 2025, Hai Phong city has been and is implementing investment and construction of 25 social housing projects for workers and low-income people, with a scale of about 31,594 apartments. Of which, 5,904 units were completed in the period 2021-2024. In 2025, 10,775 units were completed and eligible for sale in 17 projects, exceeding the target assigned by the Government.
Currently, Hai Phong city has 17 projects with investors with a scale of 20,157 units; 7 projects with investment policies are selecting investors with 7,583 units. Thus, the whole city has, is and is about to implement 49 social housing projects with a total scale of about 59,334 units, equal to 120% compared to the target assigned by the Government.
