On June 4, Mr. Pham Van Tuan (born in 1962, residing in Nha Trang City) confirmed that he had received a notice of the conclusion from Khanh Hoa Provincial Party Secretary Nghiem Xuan Thanh after the reception last May.
In the conclusion notice, Khanh Hoa Secretary Nghiem Xuan Thanh suggested that the Provincial People's Committee Party Committee lead the Provincial People's Committee to direct a number of specific tasks.
That is to direct the People's Committee of Nha Trang City to issue a decision to terminate the validity of decisions on land recovery, compensation, support, and resettlement land allocation and a decision to resolve complaints against Mr. Pham Van Tuan's family according to the content of the Administrative Judgment of the High People's Court in Da Nang that has come into legal effect.
In addition, Nha Trang City will handle the request to be granted a certificate of land use rights for the remaining land that Mr. Pham Van Tuan is managing and using in accordance with legal regulations.
In case Mr. Pham Van Tuan does not agree with the settlement results, he will guide him to file a lawsuit in court.
Khanh Hoa Secretary also directed departments, branches and sectors to review all legal documents of the Sasco Nha Trang Hotel Project, and at the same time publicize the results of reviewing non-budgetary investment projects with prolonged violations and not continuing to implement according to legal regulations in July 2025.
It is known that Mr. Pham Van Tuan is one of dozens of people in Nha Trang whose land was reclaimed to implement the Sasco Nha Trang Hotel Construction Investment Project ( Sasco Nha Trang Hotel Project) invested by Tan Son Nhat Airport Services Joint Stock Company.

In 1996, he bought a 341m2 plot of land in Vinh Hoa ward, which was confirmed by the local government and marked off the ground.
In 2002, he was granted a "red book" for 150m2; the remaining 183m2 had not been granted due to the limit of use - regulated at that time.
The entire land with an area of 341m2 was later reclaimed to implement the Sasco Hotel project, a project that has been suspended for nearly 25 years.
During the revocation process, the local authorities have canceled the entire 150m2 certificate granted to Mr. Tuan.
At the end of 2020, the High-level People's Court in Da Nang annulled 6 administrative decisions related to land recovery and compensation for Mr. Tuan, including the decisions of the Chairman of Khanh Hoa Province and the Chairman of Nha Trang City.
After many years of litigation, Mr. Tuan requested the competent authority to guide the procedures for granting and exchanging red books for 150m2 and considering re-issuing the remaining 183m2, based on administrative judgments that have come into legal effect.
However, when handling the dossier for issuing a new land use right registration certificate for the remaining area, the administrative agencies in Nha Trang City did not resolve it.
