On June 3, Chairman of Binh Dinh Provincial People's Committee Pham Anh Tuan agreed in principle to resolve the purchase, rental, and lease-purchase of social housing (NOXH) for cadres, civil servants, public employees, and workers (CBCCVCNLD) working in Gia Lai province, in the context that the two localities are preparing for the merger.
Accordingly, the subjects who are employees working at state agencies at the provincial level in Gia Lai are considered for buying, leasing, or leasing social housing in Binh Dinh province, when they meet the conditions prescribed by the Housing Law 2023 and have confirmation from the agency or unit working at the state agency at the provincial level.
According to the Department of Construction of Binh Dinh province, on April 25, the Provincial People's Committee issued Decision No. 35 stipulating the subjects and conditions for buying, renting, and leasing social housing in the locality. This Decision clearly stipulates: In case a person has a permanent residence permit outside Binh Dinh province, he/she must have worked in the province for 1 year or more. However, because Gia Lai and Binh Dinh provinces have not yet merged, officers working in Gia Lai do not meet the documents requirements according to Decision 35 if they want to buy social housing in Binh Dinh.
In the context that the two provinces are coordinating to reorganize the government apparatus after the merger, it is necessary to expand policies to prioritize housing allocation for employees from Gia Lai province. Therefore, it is necessary to consider applying a priority policy (those employees working at provincial-level state agencies in Gia Lai are all subjects specified in Article 76 of the 2023 Housing Law).
Applying this policy will contribute to ensuring stable housing for employees during the administrative transformation process, creating favorable conditions for the arrangement and reorganization of the apparatus after the merger

At the working session between the Central Working Group led by Mr. Nguyen Xuan Thang - Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council and the Standing Committee of Binh Dinh and Gia Lai provinces on May 29, Binh Dinh Provincial Party Secretary Ho Quoc Dung said that the two provinces are developing support policies for cadres from Gia Lai province to Binh Dinh working when the new province is established.
According to Mr. Ho Quoc Dung, many plans to arrange accommodation, travel, and living conditions for the staff have been discussed and gradually implemented. Regarding working conditions, Binh Dinh has repaired and arranged enough working headquarters for agencies and units after the arrangement.
Regarding housing, the province has proactively repaired some housing areas to build official housing and implemented the construction of large-scale social housing projects. The province also recommended that the Central Government consider expanding the scope of application, creating conditions for cadres from Gia Lai province and other localities to buy, rent, and lease-purchase social housing in Binh Dinh.
"Binh Dinh is building 12,000 social housing units, which can completely meet the housing needs of cadres from Gia Lai province to work in the province, provided that the Central Government allows the expansion of beneficiaries of this policy," said Mr. Ho Quoc Dung.
The Secretary of the Binh Dinh Provincial Party Committee said that in addition to the housing policy, the province has required the education sector to accept all children of cadres and civil servants from Gia Lai to work in the province, prioritizing them to study at the best schools; if there is a shortage of schools, schools will be built, not allowing a shortage of places to study.
