Increase district-level responsibility to build 42,000 social housing units
Binh Duong Provincial People's Committee has issued a plan on implementing the Project on developing social housing and workers' housing in Binh Duong province in 2024 and 2025.
Binh Duong province considers the development of social housing as one of the economic development policies, attracting human resources and creating balanced and sustainable development. At the same time, it creates favorable conditions for workers and disadvantaged people to access affordable housing.
In this plan, Binh Duong province aims to build social housing for each locality. Of which, Thu Dau Mot city has 13,477 units, with a land area of 54 hectares; Thuan An city has 6,130 units, with a land area of 13 hectares; Di An city has 6,121 units, with a land area of 12 hectares; Tan Uyen city has 8,354 units, with a land area of 27 hectares; Ben Cat city has 7,462 units, with a land area of 33 hectares; Bac Tan Uyen district has 900 units, with an area of 3 hectares.
Notably, in this plan, Mr. Vo Van Minh - Chairman of Binh Duong Provincial People's Committee assigned the responsibility to the People's Committees at district and city levels to organize and monitor the progress of housing construction for workers in the area. Every year, the list must be reviewed, adjusted, and added to the social housing development plan in the area. In addition, the district level will have to regularly review land lease terms, allocate capital for compensation and site clearance, and invest in building infrastructure for social housing areas.
The Chairman of the People's Committee of Binh Duong province also requested that investors implementing social housing construction must implement the project on schedule and ensure quality according to the approved plan. At the same time, they must report every 6 months to the People's Committee at the district level and the Department of Construction.
Workers dream of having a house to settle down.
According to records, in the past 3 years, the construction of social housing in Binh Duong has slowed down, with only 1,643 units in 6 areas being built and accepted.
The family of Ms. To Thi Phuong (from Bac Lieu, working at a wood company in Phu Tan Ward, Thu Dau Mot City) has been living in Binh Duong for many years. The whole family of 5 people, 3 generations, are living in a rented room of only about 15m2, temporarily residing in Phu Chanh Ward, Tan Uyen City.
“The whole family lives in a small rented room, including a kitchen, bathroom, bedroom and storage area. We know it is cramped, but our income is just enough to cover our living expenses, there is no surplus. Meanwhile, house prices are high, and social housing in Tan Uyen or Thu Dau Mot is very scarce recently,” Ms. Phuong shared.
Meanwhile, Ha Thi Huong and her daughter (from Nam Dinh) have been working in Binh Duong for more than 10 years and still do not have a stable home. Both mother and daughter live in a rented room of only about 15 square meters, with only a bed, a refrigerator and a cooking area to fill the room.
Must speed up construction of social housing
According to records, in the past 2 years, Binh Duong province has had more difficulty recruiting workers. Labor from the Central and Northern provinces has been less likely to come to Binh Duong. Meanwhile, due to long-term work in Binh Duong without stable housing, many workers have returned to their hometowns. Therefore, the implementation of social housing construction in the coming period must be accelerated.
Binh Duong Provincial People's Committee said that in the next 2 years, the province aims to build 42,000 units and by 2030, a total of 160,000 social housing units will be built to accommodate about 552,458 people.
