Mr. T asked, is your family eligible to register for the first issuance of a red book according to the provisions of the 2024 Land Law? What procedures and documents do you need to prepare?
The Ministry of Agriculture and Environment responded to this issue as follows: The 2024 Land Law stipulates the issuance of Certificates of land use rights and ownership of assets attached to land for cases of land use rights transferred but have not yet carried out the procedures for transferring rights as prescribed in Section XI, Section C, Part V of Appendix I issued with Decree No. 151/2025/ND-CP dated June 12, 2025 of the Government regulating the determination of the authority of local authorities at 2 levels, rights and decentralization in the field of land.
Accordingly, the procedures for granting a Certificate in this case are implemented according to the provisions of Section II and Section V, Part V, Part C of Appendix I issued with Decree No. 151/2025/ND-CP.
The dossier is submitted according to the provisions of Clause 1, Section I, Sub-Department B, Part V of Appendix I issued with this Decree.
