At the regular press conference for the first quarter of 2026 held on the afternoon of April 9, the Ministry of Construction said that in the second quarter of this year, the Ministry will focus highly on perfecting institutions, promoting the development of social housing, accelerating the progress of key transport infrastructure projects, and at the same time strengthening the stabilization of the construction material market, promoting digital transformation and administrative procedure reform.
According to the Ministry of Construction, one of the top priority tasks in the second quarter is to proactively build legal normative documents according to the 2026 program, with a total of 95 documents, ensuring quality and progress. Along with that, the Ministry continues to implement major projects and plans to concretize the assigned guidelines and policies.
In the field of housing and the real estate market, the Ministry will continue to organize working groups to inspect and urge the implementation of the Project to invest in building 1 million social housing apartments in the period 2021-2030, and at the same time monitor the implementation of social housing development targets according to Resolution No. 07/NQ-CP of the Government.
The Ministry will also continue to research and improve the policy of building a "Real Estate and Land Use Rights Trading Center managed by the State" model, in parallel with promoting synchronous data on the housing and real estate market information system.

Another focus in the second quarter is to continue implementing the plan to implement the resolutions of the Central Government and the Government on developing science, technology, innovation and national digital transformation. The Ministry of Construction said it will continue to improve, upgrade and operate the Information System and National Database on construction activities.
For the field of infrastructure and construction investment, the Ministry will continue to urge and direct the acceleration of investment preparation and implementation of large projects, especially the North-South high-speed railway project, the Lao Cai - Hanoi - Hai Phong railway line project and component North-South expressway projects in the 2021-2025 period. Along with the progress requirements, the Ministry also emphasized the task of strengthening inspection and control of construction quality, safety and occupational hygiene in construction.
The Ministry of Construction also identified the task of closely monitoring the developments of the war situation in the Middle East to promptly assess the impact, advise on response solutions, ensure no disruption of service supply chains, production and business activities, and contribute to stabilizing prices in the fields of transportation, construction materials and the real estate market.
In addition, in the second quarter, the Ministry will continue to deploy a set of standards for high-speed railways; review and complete the system of standards and regulations for the construction industry; develop safety regulations for apartment buildings with installed stations and electric vehicle charging pillars; and strengthen coordination with localities to monitor price movements and the supply of construction materials, especially ordinary construction materials, serving key projects.
In addition, the Ministry will study and develop a strategic project on transport service development to 2035, with orientation to 2050; improve management solutions in the field of inland waterways; strengthen service for people's travel needs, ensure order and traffic safety during the Hung Kings Commemoration holiday and April 30, May 1, 2026.
Notably, the Ministry of Construction continues to set a goal to promote administrative procedure reform, effectively implement the program to cut and simplify procedures related to production and business activities, aiming to complete 100% of administrative procedures related to businesses online.
Previously, in the first quarter of 2026, the Ministry of Construction said that it had implemented many tasks in the fields of institutions, public investment, urban planning, housing, transportation, science and technology and digital transformation. This is considered the foundation for the Ministry to continue to focus on implementing key tasks in the second quarter, with the requirement of both accelerating progress and ensuring the quality of state management in assigned fields.
