Hanoi Department of Construction has just issued a notice guiding the plan to arrange social housing for households who have to move to serve the Ring Road 1 construction project (Hoang Cau - Voi Phuc section), passing through O Cho Dua, Lang and Giang Vo wards.
Previously, the investor consortium had Document No. 195/CV-LD dated March 5, 2026, requesting specific guidance on the implementation mechanism for cases where relocation is required.
According to the Department of Construction, Clause 3, Article 2 of Resolution No. 66. 15/2026/NQ-CP dated February 13, 2026 of the Government stipulates: Households and individuals in cases where the State recovers land and housing for national defense, security, socio-economic development for national and public interests in accordance with the law but have not been compensated by the State with housing and residential land, are entitled to buy or lease social housing without drawing lots and without meeting housing conditions or income conditions as prescribed.
Clause 4, Article 6 of Resolution No. 69/2025/NQ-HĐND dated November 27, 2025 of the City People's Council (amended and supplemented in Clause 2, Article 1 of Resolution No. 89/2025/NQ-HĐND dated December 14, 2025) also stipulates: House owners and land users who are recovered to implement urban renovation and embellishment projects but do not meet the conditions for resettlement arrangement, have housing difficulties, are entitled to choose to buy, rent, or rent-purchase social housing in the city, do not have to draw lots and do not have to meet the conditions on housing, subjects, and income according to current regulations.
The City People's Committee will specify the criteria to determine each case of purchase, lease, and lease-purchase according to regulations.
According to housing laws, investors organize draws to select people to buy social housing; there are currently no regulations on choosing the location and area of apartments for cases that do not require draws. The purchase and sale is carried out according to the agreement between the investor and the customer.
Previously, on December 1, 2025, the Department of Construction issued Document No. 16813/SXD-PTĐT proposing that the City People's Committee approve the criteria for arranging social housing for specialized subjects not eligible for resettlement to serve site clearance for Ring Road 1 project.
Hanoi City People's Committee has agreed in principle to allow this group of households to buy social housing in land plot N01, Ha Dinh New Urban Area without having to draw lots or review conditions as usual, thereby shortening the process of accessing housing.
It is known that the investor of the Ha Dinh social housing project is a consortium of UDIC Urban Infrastructure Development Investment Corporation - One Member Limited Liability Company, Hanoi Water and Electricity Construction Joint Stock Company - Haweicco and DAC Hanoi Housing Construction and Development Joint Stock Company.
The project is implemented at land plot NO1, Ha Dinh New Urban Area (Thanh Liet ward, Hanoi City), including 1 25-story apartment building and 1 basement.
The total number of apartments in the project is 440 units, including 365 social housing units and 75 commercial housing units. Social housing units have an area of about 70m2 - 76.24m2, of which 255 units are for sale, 37 are for lease-purchase and 73 are for lease.
The project is expected to be completed in the fourth quarter of 2027. The selling price of social housing is about 25,000 VND/m2, the rental price is about 150,000 VND/m2/month and the purchase rental price is about 390,000 VND/m2/month.
