In the process of monitoring and participating in construction design consulting packages, he realized that a fairly common practice is separating the "construction drawing design and cost estimate" and "construction information modeling (BIM)" into two independent bidding packages.
However, in terms of professional nature, construction drawing design can be done directly on the BIM environment through specialized software, in which the construction information model is the foundation for deploying and publishing drawing documents. This is similar to using a drafting tool to create and publish the final product, instead of separating it into two independent processes.
According to him, the separation into two separate bidding packages may lead to some consequences such as: The emergence of two parallel implementation processes for the same output target; increased management, verification, and acceptance costs due to the existence of two independent dossiers; potential risk of non-synchronization between the BIM model and the design dossier; it may limit the participation of contractors with the capacity to implement BIM integration in design.
On that basis, he requested functional agencies to consider and provide guidance on the appropriateness of separating the above two contents into independent bidding packages according to current regulations".

The division of bidding packages is shown in the overall contractor selection plan (if any) and the contractor selection plan of the project, under the decision-making authority of the investor (for the overall contractor selection plan, if any), of the investor (for the contractor selection plan) as prescribed in Article 36, Article 40 of the Bidding Law No. 22/2023/QH15 (amended and supplemented in Clause 22, Article 1 of Law No. 90/2025/QH15).
The division of bidding packages must ensure the principles specified in Article 37 of the Bidding Law No. 22/2023/QH15, Clause 7, Article 17 of Decree No. 214/2025/ND-CP and other relevant regulations.
