Sub-Department of State Reserves Region III has just issued Decision No. 265/QD-DTKV. III signed by Sub-Department Head Le Van Duong on canceling the contractor selection results for MAQR. VN Technology and System Solutions Joint Stock Company.
This unit's winning bid result was cancelled at the bidding package: Supplying manpower to serve the import of 12,200 tons of rice at warehouse points under the State Reserve Sub-Department Region III in Hung Yen province.
This bidding package belongs to the project/provision for procurement: Supplying manpower to serve the import of 32,300 tons of rice in 2026 at reserve warehouse points under Sub-Department of State Reserves Region III.
The bidding package uses state budget capital, with a price of 1,287,200,000 VND, the form and method of contractor selection is a single-envelope phase with a fixed unit price contract type.
MAQR. VN System Technology and Solutions Joint Stock Company (Tax Code: 0108157856, address in Hoang Mai, Hanoi City) is the contractor selected to win the bid according to Decision No. 245/QD-DTKV. III dated June 1, 2026 but did not complete and did not sign the contract within the prescribed time limit.
Previously, on June 1, 2026, State Reserve Sub-Department Region III issued an E-HSDT approval letter and awarded contract No. 429/DTKV. III-QLH to the contractor.
However, on June 11, 2026, MAQR. VN System Technology and Solutions Joint Stock Company, directed by Mr. Nguyen Thanh Trung, sent Official Dispatch No. 19/CV-06/2026 announcing refusal to sign electronic contracts.
The reason given by the contractor is that after reviewing the ability to mobilize human resources, vehicles and conditions for organizing implementation in Hung Yen province, the company found that it did not fully ensure the necessary conditions to deploy the work on schedule, quality and requirements of the investor.
Therefore, the enterprise seriously learned from experience and requested the Sub-Department to consider and approve that the company not sign a contract.
Regarding the fact that contractors "ran away" after winning bids and signing contracts to supply national reserve rice, in 2023, Lao Dong Newspaper had published many articles reflecting this issue when a series of contractors simultaneously bid for national reserve rice during that period.
