Through on-site inspection and synthesis of reports from localities, the Ministry of Construction estimates that in the first 9 months of 2025, the whole country has completed 43,681/100.275 units (43.6%), expected to reach 82,926 units by the end of the year, equivalent to 83% of the plan. Behind the average figure are huge gaps in speed and determination to deploy.
To date, 135,033 social housing units are being invested in and built; 69 newly started projects alone with a scale of 54,362 units - a signal that the " runway" for supply has been opened.
However, the accuracy fund in the first 9 months has only reached over 43%, meaning the pressure on the last quarter is very high. The breakthrough locality will push the common ground, while the "low points of progress" can push the destination back to the national level.
"Ship leaders" finish early
A series of localities announcing the possibility of exceeding the annual plan by 100% are playing the role of "tractors" for the social housing market, including:
Nghe An targets 1,420 units, has completed 2,381 units, is investing in 4,367 units, expected for the whole year of 2,456 units (173%). Phu Tho targets 2,330 units, has completed 1,059 units, is investing in 9,302 units, expected 2,913 units (125%).
Hung Yen targets 2,250 units, has completed 649 units, is investing in 2,505 units, expected 2,550 units (113%). Thai Nguyen targets 1,084 units, has completed 493 units, is investing in 1,135 units, expected 1,152 units (106%).
Tay Ninh targets 3,743 units, has completed 3,300 units, is investing in 11,975 units, expected 3,986 units (106%). Quang Ninh targets 2,201 units, has completed 1,738 units, is investing in 928 units, expected 2,268 units (103%).
Bac Ninh targets 15,929 units, has completed 8,919 units, is investing in 14,693 units, expected 16,285 units (102%). Hai Phong targets 10,694 units, has completed 5,496 units, is investing in 6,765 units, expected 10,785 units (101%).
Tuyen Quang targets 146 units, has completed 0 units, is investing in 146 units, expected 146 units (100%). Ca Mau targets 601 units, has completed 473 units, is investing in 1,764 units, expected 601 units (100%).
City. Hue targets 1,200 units, has completed 0 units, is investing in 3,001 units, expected 1,443 units (1 20%).

Khanh Hoa targets 2,846 units, 194 units have been completed, and is investing in 5,047 units, expected to be 1,404 units (49%, lacking 1,442 units). Vinh Long targets 2,415 units, has completed 100 units, is investing in 1,310 units, expected to be 1,199 units (49%, still lacking 1,216 units).
Quang Ngai has a target of 240 units, 48 units have been completed, 144 units are being invested in, and 144 units are expected (60%). Dak Lak targets 2,255 units, has completed 136 units, is investing in 1,212 units, expected 1,348 units (60%, still lacking 907 units).
