The Hanoi Department of Construction has just publicly announced the list of customers expected to sign a contract to buy social housing (rent-to-sell) at the Ecohome 3 Residential Area project at the land plot marked B11-HH2 Bac Co Nhue - Chem Area, Bac Tu Liem District (now Dong Ngac Ward, Hanoi), phase 2.
According to the list, 117 people are eligible to sign social housing purchase contracts at the project. Previously, the Hanoi Department of Construction informed that the number of apartments opened for sale after 5 years of lease in the second phase was 120. Thus, there are still 3 social housing apartments for rent for sale in this project that are still receiving registration documents.
The project is invested by Thu Do Investment and Trading Joint Stock Company. Apartments with an area of 39.9m2 to 69.7m2, average selling price of 16.306 million VND/m2 (including value added tax but not including maintenance fees). The total value of apartments ranges from 650.37 million VND to more than 1.1 billion VND.
Value Added Tax applies 5%, maintenance fee 310,598 VND/m2. The rental price of social housing at the project (including value added tax) is 73,155 VND/m2/month.
The subjects submitting the application are customers currently renting social housing at the Ecohome 3 Project, Dong Ngac Ward, Hanoi.
Pursuant to Clause 22, Article 2 of the 2023 Housing Law, the house purchase rental is the purchase of a house by the lessee in advance to the lessor in the form of a certain percentage of the rental house value as agreed but not exceeding 50% of the value of the house purchase rental contract; the remaining amount is calculated as the house rental to be paid monthly to the lessor for a certain period of time as agreed by the parties; after the lease term expires and the lessee has paid the remaining amount, the lessee has the right to own the house.
From the explanation of renting a house to buy a house according to the above regulations, it can be understood that the concept of renting a social house is that the subject is entitled to social housing support policies and pays in advance to the lessor to buy a portion (no more than 50%) of the value of the social housing purchase rental contract. The remainder is paid in installments monthly, calculated as rental, for a period of agreement. After the lease term expires and the remaining amount is paid, the lessee will have the right to own the social housing.
Thu Do Investment and Trading Joint Stock Company has just announced a plan to receive applications for buying social housing (rented and transferred) at the Ecohome 3 Residential Area project, plot B11-HH2, Bac Co Nhue - Chem area, Dong Ngac ward, Hanoi (phase 3).
In this phase 3, 40 social housing apartments for rent for 5 years have been converted to sale, with areas from 39.9m2 to 69.7m2. The average selling price of social housing at the Ecohome 3 project is 16,306,378 VND/m2 (including VAT, excluding maintenance costs). Accordingly, the prices of social housing apartments here range from more than 650 million VND to more than 1.13 billion VND/apartment.
Notably, not everyone can buy social housing in this project. Accordingly, the subjects submitting the application are customers who have rented social housing at the Ecohome 3 project for 5 years as prescribed by law. Registration documents are accepted from August 29, 2025 to November 1, 2025, including Saturday and Sunday, from 8:30 to 11:30, afternoon from 13:30 to 16:30.
