Address for receiving documents and returning red book results
Land users who need to apply for a Certificate of land use rights and ownership of assets attached to land (red book, pink book) must submit the application at the One-stop department according to the regulations of the Provincial People's Committee (PPC), Land Registration Office or Branch of the Land Registration Office.
Forms of submitting applications for a red book
Land users submit applications for a red book in the following form:
Submit documents via postal service.
Submit directly to the competent authorities.
Submit to the Land Registration Office, Branch of the Land Registration Office.
Submit on the National Public Service Portal or the Provincial Public Service Portal.
In particular, in the case of registration of changes in land and assets attached to land, if the change is confirmed in the issued red book, the requester needs to submit the original of the issued red book.
Where to submit documents when registering for first land
For domestic individuals and overseas Vietnamese who are Vietnamese citizens or community members, the application for a red book will be submitted to the competent authority according to regulations.
For domestic organizations, religious organizations, affiliated religious organizations, foreign organizations with diplomatic functions, people of Vietnamese origin residing abroad, and economic organizations with foreign investment capital, the submission of documents will be done at the agency of choice.
Where to submit documents when registering land changes
Land users and owners of assets attached to land who are individuals or communities are allowed to choose the place to submit the application for a red book according to regulations.
In case of re-determination of residential land area according to Article 141 of the 2024 Land Law, the dossier will be submitted to the competent authority. For domestic organizations, religious organizations, foreign organizations or foreign individuals, the application can also be submitted at the selecting agency.
In case the land user or owner of the property attached to the land is of Vietnamese origin residing abroad, they can choose a suitable place to submit the application. When receiving land use rights and ownership of assets attached to land, the submission of documents will follow the receiver and comply with regulations.
