No need to adjust red books
The merger of administrative units such as provinces, districts and communes is taking place nationwide to streamline the apparatus and improve management efficiency. However, this also raises questions for people about whether it is necessary to adjust the information on the Land Use Rights Certificate (red book) or not.
According to the instructions from the Ministry of Agriculture and Environment, people are not required to adjust red books after merging administrative units, unless there is a need or carry out administrative procedures related to land such as transfer, donation, inheritance, division of plots, and consolidation of plots.
Adjusting information on the red book aims to ensure accuracy and convenience in future transactions and land use. However, if the issued red book no longer has an empty line to record the change, people can carry out the procedures for issuing a new book change.

Procedures for adjusting red book information
When there is a need to adjust information on the red book due to the merger of administrative units, people need to prepare documents including:
- Application for registration of changes in land and assets attached to land.
- Original Land Use Rights Certificate issued.
- Documents related to information adjustment due to the merger.
- Notarized or certified authorization letter (if submitted through a representative).
The dossier is submitted at the one -stop shop, the land registration office or the branch of the land registration office where the land is located. The receiving agency will issue an appointment and transfer the dossier to the competent unit for handling.
According to Decree 101/2024/ND-CP, the time to carry out the procedure for adjusting information on the red book is no more than 10 working days from the date of receiving a complete and valid dossier. For mountainous communes, islands, remote areas, and areas with difficult socio-economic conditions, this period will be increased by 10 working days.
It should be noted that the merger of administrative units is not the basis for revoking the issued red book. However, during the implementation of land administrative procedures, if information on the red book is no longer found to be suitable, the competent authority will require people to return the original to make adjustments.
People should proactively check information on the red book and make adjustments when necessary to ensure rights and convenience in land-related transactions.
