Will directly discuss and guide citizens if there is a lack of information when handling land procedures
Over the past two months, since the two-level local government apparatus came into operation, many administrative procedures have been carried out quickly and smoothly, including the implementation of land procedures and red books at the People's Committees at the commune and ward levels.
This is considered a breakthrough administrative reform step, contributing to streamlining the process, reducing inconvenience and improving the quality of service for people right at the grassroots level.
However, along with the improvements, people are still facing many problems, especially the situation of requiring too many documents, even when the system has been integrated.
Although the system has been integrated and many regulations have been simplified in documents, in practice, there is still a lack of uniformity. This is especially revealed when transferring old documents or in applying regulations related to land prices, causing people to face cumbersome paperwork requirements, sometimes even having to start over, going against the spirit of reform.
Mr. Nguyen Duc Tinh - Head of the Economic Department of Yen Lang Commune, Hanoi City said: "Every day, we receive an average of 40 - 45 citizens coming to do procedures related to land, under the 14 commune-level procedures according to regulations".
According to Mr. Tinh, to limit people from having to travel many times, commune and ward officials have proactively arranged officials with expertise in the land sector to directly guide citizens' documents.
"When the procedures are lacking information or need to be supplemented, the staff will provide specific instructions so that people can fully prepare for the next time. Thanks to that, the dossier will be received and transferred to the professional staff of the functional department, after which the People's Committee will issue a notice of decision to return the dossier", Mr. Tinh said.

Speaking with Lao Dong, Mr. Nguyen Dinh Nam - an officer at the administrative service point of Minh Chau commune, Hanoi City said that at the beginning of the new model, the conditions for facilities in the commune were still not synchronous, but with the support from superiors, and the proactive spirit of local officials, the difficulties were gradually overcome. Up to now, the Minh Chau commune public administrative service point has been operating stably.
"People come to do procedures, we all receive and handle them with the highest sense of responsibility. People are sometimes not used to some new regulations, so we patiently guide them step by step so that they do not have to travel many times," Mr. Nam added.

Minh Chau commune has a fairly high rate of people who have been granted land use right certificates, only about 5-10% of households do not have documents. According to Mr. Nam, the commune leaders are very interested in this and have developed a specific plan, reviewed the origin of the land, compiled documents, and prepared a report to the Department of Agriculture and Environment for final handling in the coming time.
Mr. Nguyen Dai Hai - Head of the Economic Department of Minh Chau commune - acknowledged that up to now, the jobs in the area under the management of the Economic Department have stabilized.According to Mr. Hai, this is the result of the close and timely direction of the city authorities at all levels, helping grassroots cadres not to be confused in handling work.
"In the field of public administration, especially in handling procedures for people, we have not encountered any cases that are so unable to be handled.All procedures are being carried out according to the correct procedures, ensuring progress" - he affirmed.
The Economic Department of Minh Chau commune is currently receiving and handling many previously capital-based work contracts at the district and city levels, such as business registration, guidance on procedures for granting first land use right certificates.These jobs require officials to grasp the regulations, while being close to the people and close to the people to guide people to complete the documents correctly and fully.
"With the procedure for granting a first-time land use right certificate, we have identified this as one of the important tasks.Determining the origin of land in some cases is still complicated.
We are coordinating to review, prepare a report to the Department of Agriculture and Environment, and synthesize it to report to the city.Eligible documents will be given detailed instructions so that people can soon be granted certificates," said Mr. Hai.
