While the Project to establish Dien Bien Phu University has not yet become a reality, recently, the information that FPT Group proposed to build an educational complex in Dien Bien has received much public attention.
This is something that the leaders of Dien Bien province as well as many people expect to bring changes to education in the highlands.
According to the project, the FPT education complex in Dien Bien includes: FPT University, vocational training (pre-level, intermediate, college) and inter-level general education ( submitted primary, secondary, high school). The project is expected to be implemented on a land area of about 10 hectares in Thanh Truong ward, Dien Bien Phu city, Dien Bien province (located near Dien Bien airport).
This location is located in a 48.65ha land area that has been approved for a detailed planning 1/500 of the urban area northwest of Dien Bien Phu City; belonging to the Zoning Plan at a scale of 1/5000 of the area north of Dien Bien Phu City associated with Dien Bien Airport. The nature of the planning area is urban areas, commercial and service works.
According to Lao Dong, at this land location, the current state of technical infrastructure (traffic roads, water supply, power supply, etc.) has basically met the requirements.
The water supply system will be supplied from Dien Bien Phu City Water Plant via the D200 pipeline along National Highway 12. The power supply system is taken from a 22kV line on National Highway 12 originating from the 110/22kV Dien Bien station, with a capacity of 2x25MVA.
FPT Group also requested Dien Bien province to promptly study and apply the best specific policies and incentives for the implementation of the plan.
Prioritize the completion of technical infrastructure connecting the project, supporting site clearance. Support the quick implementation of legal procedures in accordance with the provisions of law.
FPT Group committed to completing the construction of the school and putting it into operation within 1 year from the date of completion of land and construction procedures. FPT also proposed to exempt 100% of land rent, complete the technical infrastructure around the project and avoid houses.
According to the reporter's investigation, FPT Education Complex is currently waiting for Dien Bien province to approve the investment policy.
According to the People's Committee of Dien Bien province, regarding site clearance, the project is not involved in houses according to the criteria set by FPT. The land is currently expected to be rice fields, and it is necessary to carry out procedures for compensation for site clearance and conversion of land use purposes according to the provisions of the law on land.
Previously, at the end of February 2025, Dien Bien province and FPT Corporation had working sessions on the implementation of the FPT Education Complex project.
Mr. Tran Quoc Cuong - Secretary of Dien Bien Provincial Party Committee - pledged to support FPT Group in the project implementation process, ensuring strict compliance with legal regulations.
Mr. Cuong also suggested that the Provincial People's Committee study and submit to the Provincial People's Council to issue priority policies for the field of education and training of high-quality human resources.The units of the Department of Construction, the Department of Finance, the Department of Education and Training...continue to closely coordinate with FPT Corporation in the process of project implementation.
Currently, Dien Bien province has agreed on the plan to establish Dien Bien Phu University. Accordingly, the School's Preparation Team has actively coordinated with relevant central departments, ministries and branches to seek policy opinions and clarify some related contents as a basis for completing the dossier to propose the Prime Minister to approve the policy of establishing Dien Bien Phu University to ensure compliance with regulations.
