Implementing the policy of arranging and merging administrative units according to the 2-level local government model, the Department of Finance of Can Tho City has compiled the situation of facilities for merger in three localities: Can Tho City, Hau Giang Province and Soc Trang Province.
According to the statistics, the total number of working headquarters and career facilities under the management of the three localities is about 4,500. Of which, 3,674 facilities continue to be used. The number of surplus facilities after the restructuring of the apparatus and administrative units is 367 facilities.
In Can Tho City alone, there are a total of 1,582 workplaces. After reviewing, 1,356 facilities continued to be used, 142 facilities were determined to be redundant due to not being suitable for location, needs for use or exceeding standards and norms.
Based on 142 surplus facilities, the Department of Finance of Can Tho City has developed a plan to rearrange the headquarters of departments and branches after merging provincial-level administrative units. At the same time, propose a handling plan according to Decree No. 108/2024/ND-CP dated August 23, 2024 of the Government on management, use and exploitation of public assets such as houses and land not used for residential purposes. Accordingly, the surplus headquarters will be assigned to organizations with the function of managing and trading local houses for management and exploitation.
The Department of Finance has also coordinated with departments and branches to review the number of working positions and characteristics of each agency and unit based on the reference to Decree No. 152/2017/ND-CP dated December 27, 2017 of the Government regulating standards and norms for the use of offices and career facilities.
The rearrangement of headquarters for departments and branches of Can Tho City after the merger is prioritized at central locations in Ninh Kieu, Binh Thuy, Cai Rang districts - which are convenient for management and operation.
Regarding the preparation for the arrangement of working headquarters and handling of public assets in newly established commune-level administrative units, the People's Committee of Can Tho City has issued a document directing departments, branches and People's Committees of districts to urgently review, upgrade, renovate and repair agency headquarters to ensure working conditions after merging and merging communes, wards and towns.
After the arrangement, 11/32 newly established commune-level administrative units will be arranged to work at the headquarters of district-level administrative units. There are 21 current commune-level headquarters that continue to be used as headquarters of the new commune-level administrative unit.
According to information from the Department of Home Affairs of Can Tho city, out of 32 commune-level headquarters, 10 headquarters do not need to be repaired or renovated; the remaining 22 headquarters will be renovated or upgraded. The People's Committees of districts and towns are planning to renovate and upgrade headquarters and relocate to newly established commune-level headquarters before July 1, 2025.
After the new commune-level People's Committees come into operation, the People's Committees of wards and communes will coordinate with the Department of Finance to continue reviewing, advising, and ensuring full operating conditions in accordance with current regulations.
