mistakenly issued 9 red books, spent more than 1 billion VND incorrectly
The project to upgrade and expand Quang Trung Street (Nui Thanh Town) was approved by the People's Committee of Nui Thanh District in 2017 with a total investment of more than 68.7 billion VND, a designed length of more than 740m, to connect the district center with the Vietnam coastal route 129 and Tam Giang Bridge. The project is invested by the Nui Thanh District Construction Investment Management Board, constructed by Vinaconex 25 Joint Stock Company.
However, up to now, after 8 years of implementation, the project has only completed 214.4m of drainage ditches along the route. The roadbed and road surface items have not been constructed due to the lack of seamless site clearance.
Ms. Pham Thi Thu Hien (58 years old, residing in Nui Thanh town) was upset: "The unfinished project causes people to live with the dusty dust every sunny season. During the rainy season, the road is muddy, with many deep holes, which is very dangerous".
Chairman of the People's Committee of Nui Thanh district, Mr. Le Van Sinh, also admitted this situation: "Once I stopped by a restaurant on Quang Trung street, ordered a plate of rice, and after a few minutes, the bottom of the cup was covered with dust".
Talking to Lao Dong, a leader of the Nui Thanh District Land Fund Development Center said that the major reason for the project's delay is due to problems in site clearance. Before 2014, the People's Committees of Nui Thanh district and the People's Committees of Quang Nam province had granted land use right certificates to 9 households with a part of the area within the road traffic safety corridor.
"Based on these red books, the compensation unit has paid more than 1.1 billion VND to households. After the inspections in 2018 and 2021, the District Inspectorate discovered violations and issued a decision to recover the amount of money spent incorrectly," the representative informed.
Up to now, the locality has only recovered about 40% of the incorrect compensation amount, the remaining more than 600 million VND has not been recovered. Through dialogue, some households proposed a plan to gradually pay within 3 years.

People do not agree, the project continues to be stuck
Luong Hoang (72 years old, residing in Nui Thanh town) said that the recall project of Mr. 36m² of land and property attached to the land. The family has received 9m² compensation in the red book with the amount of 290 million. However, the remaining land of 27m², the government said that belonging to the traffic safety corridor, according to the regulations, was not compensated - causing the family not to agree to hand over the ground.
The households that take the lead in handing over the site said that they are at a disadvantage compared to households that have not yet handed over the site.
According to current regulations, the land area is located in a traffic safety corridor under state management, so the land value is not compensated, only a maximum of 80% of the property value on the land is supported. The government has clearly explained to the people, but up to now, there are still more than 10 households that have not agreed.
The investor affirmed that with a clean site, it will be done after 3 months
A representative of the Nui Thanh District Construction Investment Project Management Board - the project investor said that the unit is constructing the sidewalk of the project. However, there are still problems with the land of households that have not agreed.
"If there is a clean site, it only takes about 3 months to complete the construction. We will definitely complete the route this year," the representative affirmed.
According to the investor, in addition to not being satisfied with the compensation price, many households also requested additional compensation for the land in the road traffic safety corridor. "But the district has decided not to compensate for this land".
To ensure progress, the Construction Investment Management Board has proposed that the district develop a enforcement plan for households that have fully applied legal regulations but have not yet handed over the site.
"For households that do not have a compensation plan, the resettlement location has not been determined," the investor's representative added.
While waiting for the project to be completed, to overcome the deterioration, Nui Thanh district has poured coated stone on the roadbed for people to temporarily travel. However, in the dry season, this layer of rock causes more serious dust, making people's lives even more miserable.
The leader of Nui Thanh district said that the district is directing specialized departments to increase dialogue and remove specific obstacles to soon hand over the site to the construction contractor.
