The Ministry of Agriculture and Environment has issued a document responding to voters' petitions sent before the 10th Session of the 15th National Assembly.
Accordingly, voters recommend that the Government have a policy to shorten time and simplify steps, especially in the fields of land management, public investment, land allocation, and land lease.
Regarding this issue, the Ministry of Agriculture and Environment said that the Ministry has issued Decision No. 3211/QD-BNNMT dated August 14, 2025 on the Ministry's Plan to implement Resolution No. 214/NQ-CP of the Government.
For the land sector, the Ministry of Agriculture and Environment has proactively reviewed and reduced administrative procedures in Decree No. 151/2025/ND-CP and Decree No. 226/2025/ND-CP.
In particular, 16 administrative procedures have been abolished; 50 procedures have been proposed to be amended and supplemented; many procedures have had their settlement time cut sharply, such as land dispute settlement procedures, reduced from 75 days to 45 days.
At the same time, the procedures for allocating residential land with land use fees are not through auctions, not bidding to select investors to implement projects using land for individuals who are cadres, civil servants, public employees... but have not been allocated residential land or housing.
In addition, individuals residing in towns in areas with difficult socio-economic conditions, areas with particularly difficult socio-economic conditions without residential land and not yet allocated residential land by the State will be reduced from 85 days to no more than 35 days.
