Mr. Dao Trung Chinh, Director of the Department of Land Management, said that, implementing the decision of the Minister of Agriculture and Environment on sending civil servants to localities to support the implementation of tasks in the land sector when implementing the two-level local government model, within three months (from August 15 to November 15, 2025), the Department's civil servants have closely followed the grassroots, closely coordinated with departments, branches and commune-level authorities to promptly guide and resolve problems arising in the implementation process.
After three months of work, civil servants have directly worked and guided more than 1,560 communes and wards; coordinated to organize nearly 50 training sessions with the participation of nearly 1,200 communes and wards, attracting more than 2,700 cadres and civil servants.
The training focuses on issues that are facing many localities such as: land registration, issuance of certificates; administrative procedures; determination of authority of two-level authorities; land recovery, compensation, support, resettlement; auction of land use rights; land management after mineral exploitation...
In addition to direct training, civil servants also proactively build online support groups, creating regular professional exchanges for commune-level cadres, especially newly assigned cadres in charge of the land sector, helping to improve their capacity to perform tasks right at the grassroots level.
Through review and synthesis, civil servants received 1,778 recommendations and problems, of which 1,382 were in the land sector. Most of the problems were answered and guided directly at the facility, through in-person work, training conferences and professional support groups. Currently, there are 334 recommendations that have been compiled and sent to the Department of Land Management for continued support and unified guidance nationwide.
Of the 1,382 recommendations, there are 480 problems related to the implementation of the 2-level local government model; 902 recommendations and problems related to the implementation of land law.
The content of the problems and recommendations focuses on the work of surveying, adjusting and making cadastral maps, extracting cadastral maps; the work of registering and issuing certificates of land use rights and ownership of assets attached to land; the work of compensation, support and resettlement when the State reclaims land; the work of land allocation, land lease, land use conversion; administrative sanctions for land violations; handling software when handling interconnected administrative procedures in the land sector in the locality; the time to carry out administrative procedures...
The number of recommendations has decreased gradually every week, civil servants during their work in the locality have identified some common problems in the implementation of tasks when implementing the reorganization of the 2-level local government model.
The leaders of the Department of Land Management also pointed out difficulties and limitations such as complex land fields with many historical problems; uneven qualifications of commune-level cadres; large workload in the context of implementing the two-level government model.
According to Director Dao Trung Chinh, from practical work, many recommendations from civil servants participating in support have been proposed to improve land policies and laws; upgrade information systems and databases; increase training and assign professional human resources to the commune level; ensure conditions for effective implementation of decentralization and delegation of authority in the land sector.
