The conference was chaired by Mr. Nguyen Dinh Khang - Member of the Party Central Committee, Member of the Standing Committee of the Party Committee of the Fatherland Front, Central Trade Unions, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, Party Secretary, President of the Vietnam General Confederation of Labor (VGCL). Attending were representatives of the Central Party building committees.
Promoting the role of comprehensive leadership
Delegates focused on discussing and giving opinions on contents such as: Assessing the results of leadership and direction in performing tasks in 2025; determining directions and key tasks in 2026; inspection and supervision programs of the Party Committee, discussing a number of contents related to Party building organization and a number of other important issues under their authority.
In his opening speech, Mr. Nguyen Dinh Khang emphasized that 2025 is a year of special significance, the final year of implementing the Resolution of the 13th National Party Congress, the year of accelerating and breaking through to complete the goals and targets of the 2020-2025 term; at the same time, it is a very important year of preparation for the new term 2025-2030 in the context of the entire political system strongly implementing the arrangement and streamlining of the apparatus, innovating leadership, direction and operation methods in the spirit of the resolutions and conclusions of the Central Committee, Politburo and Secretariat.
In that context, the Party Committee of the General Confederation of Labor has closely followed the leadership and direction of the Central Committee, directly the Party Committee of the Fatherland Front, the Central organizations, promoted the spirit of solidarity, proactiveness, responsibility, comprehensive leadership and direction in all aspects of work, achieving many important and quite comprehensive results in all fields.
Party building work is especially valued, implemented synchronously and systematically. The leadership role of the Party Committee in implementing political tasks is affirmed and effectively promoted. The leadership work of organizing trade union congresses at all levels towards the 14th Congress of the Vietnam General Confederation of Labor has been carried out seriously and in accordance with regulations.
According to the Draft Report on the results of work in 2025 and the key directions and tasks in 2026 of the Party Committee of the Vietnam General Confederation of Labor presented by Mr. Ngo Duy Hieu - Standing Deputy Secretary of the Party Committee of the Vietnam General Confederation of Labor, Vice President of the Vietnam General Confederation of Labor, in the past year, the Party Committee of the Vietnam General Confederation of Labor has promoted its comprehensive leadership role, closely following the resolutions and directives of the Central and the Party Committees at higher levels, synchronously implementing political tasks, achieving many positive results in all fields.
Political and ideological work has been carried out seriously and regularly, the dissemination and study of resolutions and directives have been organized methodically and promptly, contributing to raising awareness, strengthening the stance and sense of responsibility of cadres and party members. Party committees and Party cells maintain a stable order, discipline and order in the Party, with no Party members violating things that Party members are not allowed to do.
The work of organization, staffing, inspection, supervision and internal political protection has been implemented in accordance with procedures, quality and efficiency. The Party Committee has issued a full work program, annual inspection and supervision program, organized a summary and preview of resolutions and directives on schedule. The preparation and organization of expenditure congresses, affiliated party committees and the Party Congress of the Vietnam General Confederation for the 2025-2030 term has been seriously implemented, ensuring quality, progress and good success.
Notably, the work of reorganizing the apparatus and streamlining the payroll has been implemented vigorously and in accordance with regulations, the arrangement and assignment of cadres, civil servants and public employees must be objective, in accordance with principles and in accordance with capacity. After the arrangement, the units quickly stabilized and operated effectively, and the shortcomings and overlaps in functions and tasks were gradually overcome.
In 2025, the Party Committee of the Vietnam General Confederation of Labor has successfully completed the targets and tasks of the year, maintained internal solidarity, created clear changes in Party building work and in implementing political tasks; contributed to improving the effectiveness and efficiency of the organizational system of the Vietnam General Confederation of Labor.
Continue to innovate content, forms, and methods of propaganda
At the conference, some opinions contributed to the Draft Report suggested adding the results of activities of public service units, deepening the contents of the Report and especially the need to evaluate the specific results of digital transformation.
Regarding this content, Mr. Nguyen Ngoc Hien - Member of the Standing Committee of the Party Committee of the Vietnam General Confederation of Labor, Member of the Presidium of the Vietnam General Confederation of Labor, Party Secretary, Editor-in-Chief of Lao Dong Newspaper - suggested that it is necessary to evaluate the results of digital transformation.
According to Mr. Hien's analysis, with current conditions, local labor federations and industry unions have effectively implemented digital transformation through organizing activities, including propaganda and education.
For example, Lao Dong Newspaper - a unit ranked as excellent in terms of maturity in digital transformation of the press in 2025, continues to affirm its position in the leading group of the Central press sector - has had creative ways.

In 2026, one of the tasks is to continue to innovate the content, form, and method of propaganda. However, the current reality is that units in the Trade Union system have not done a good job of setting up and using Lao Dong Newspaper in propaganda work.
Regarding this issue, Ms. Tran Thi Mai Huong - Chairwoman of the Board of Directors of Vietnam Trade Union Printing Joint Stock Company - clearly stated the current situation of the number of Lao Dong Newspapers in circulation decreasing. From there, opinions suggested that there should be strong direction in placing and using Lao Dong Newspaper.
The Party Committee of the Vietnam General Confederation of Labor was established on February 10, 2025 on the basis of the functions and tasks of the Party Committee of the Vietnam General Confederation of Labor and the Party Committee of the Vietnam General Confederation of Labor (formerly under the Party Committee of the Central Agencies Bloc). On July 11, 2025, based on the Party's policies and the Project to rearrange affiliated party organizations in accordance with the post-reorganization model, the Party Committee of the Vietnam General Confederation of Labor will continue to be reorganized and established with 9 affiliated party organizations.
