She questioned whether or not the investor has not fulfilled its financial obligations to the State agency, causing the residents to not be granted a red book.

The Hanoi Land Registration Office said that it has received many requests to continue issuing certificates of land use rights, house ownership rights and other assets attached to land for home buyers and commercial service floors at buildings 18T1, 18T2, 32T of The Golden An Khanh project.The Office requested Song Da Hoang Long Joint Stock Company to contact the Hanoi Department of Natural Resources and Environment (Land Economics Division) to conduct an inspection and review to determine additional financial obligations such as land use fees according to the provisions of law (if any) according to the direction of the Hanoi People's Committee.
After the results are approved by the competent authority and the investor fully fulfills its financial obligations to the State budget (if any), the Office will report to the Department of Natural Resources and Environment to immediately issue certificates to home buyers at the project according to regulations.

The remaining 3 agencies and units have not yet implemented the conclusions and recommendations of the City Inspectorate and the direction of the City People's Committee on handling after the inspection of the implementation of the City Inspectorate's inspection conclusions, including: Department of Natural Resources and Environment (there are 2 contents that must be implemented, of which 1 content must be organized to draw experience due to the delay in implementing the City Inspectorate's Inspection Conclusion and 1 content must preside over the inspection and review of financial obligations of the HH6-The Golden An Khanh high-rise apartment and commercial service project); Department of Planning and Architecture has not yet implemented the content of coordinating the inspection and review of the project's financial obligations; Department of Construction has not yet coordinated the inspection and review of the project's financial obligations.
