Receiving the house in 2016, but until now, Mr. Tran Quyet Thang (building 18T2 The Golden An Khanh apartment building in the new urban area of Nam An Khanh, Hoai Duc district, Hanoi) has not received the pink book.
Mr. Thang said that he and many other households have sent petitions to the authorities many times; at the same time, they also requested the Government Inspectorate to direct the Hanoi Department of Natural Resources and Environment to continue issuing certificates of land use rights, house ownership rights and other assets attached to land (pink books) to residents who buy apartments here.
"The delay in issuing pink books has affected the spirit, life and economy of hundreds of our households" - Mr. Thang shared.
Like Mr. Thang, Ms. Nguyen Thi Thuy (building 18T2, The Golden An Khanh apartment building) confided that her family signed a contract to buy an apartment in 2015 and moved in in 2016.
Since 2016, many households living in buildings 18T1 and 18T2 have completed procedures to receive pink books.
Because she had to borrow from the bank, Ms. Thuy could not get the pink book early. In 2021, Ms. Thuy was surprised to learn that the Hanoi Department of Natural Resources and Environment had temporarily stopped accepting applications for pink books at the project.
According to Ms. Thuy, up to this temporary suspension, about 1,500 households have been granted, only about 150 - 200 apartments are still in the process of being granted and have not been granted.
Buildings 18T1, 18T2 of The Golden An Khanh apartment complex belong to the Nam An Khanh new urban area project. Residents received the apartments and liquidated the sales contract since 2016, the investor is Song Da Hoang Long Joint Stock Company.
According to information from the Hanoi Department of Natural Resources and Environment, on March 25, 2021, this agency issued Notice No. 3638 on the project's suspension of receiving applications for granting pink books so that competent authorities can inspect and review to determine additional financial obligations (if any) of the investor for the HH6 land lot (the land lot currently has 2 buildings 18T1 and 18T2 that residents have reported). This inspection is carried out according to Inspection Conclusion No. 4052/KL-TTTP dated November 6, 2017 of the Hanoi City Inspectorate.
The inspection conclusion on the Golden An Khanh project, lot HH6 has the following content: "The construction floor area is adjusted to 188,412m2; the proportion of commercial service floors, offices for rent is reduced and the proportion of housing is increased, the land use coefficient is 7.89 times.
The Hanoi City Inspectorate finds it necessary to review the financial obligations of Song Da Hoang Long Company according to the provisions of law (if any) when implementing the HH6 commercial service high-rise apartment project on the HH6 land lot in the Nam An Khanh urban area.
The inspection conclusion also clearly stated the content of assigning the Department of Natural Resources and Environment to preside over and coordinate with the Department of Finance, Department of Construction, Hanoi Tax Department and related units to inspect and review to determine additional financial obligations according to the provisions of law (if any) of Song Da Hoang Long Company for the high-rise apartment building and commercial service project at Lot HH6 in the new urban area of Nam An Khanh.
"It has been 3 years since the announcement of the Hanoi Department of Natural Resources and Environment, but we have not seen much movement in granting pink books to people. We are very worried and hope that the authorities as well as the investor will soon have a solution to resolve this issue," said Mr. Tran Quyet Thang.
