Ho Chi Minh City People's Committee approves the proposed contents of the Department of Planning and Architecture; assigns the Department of Construction to report on the boundary of the Ga - Gao market project and the Ma Lang quadrilateral project to submit to the City People's Committee for consideration and approval.
After the boundary is approved, Ben Thanh Ward People's Committee and Cau Ong Lanh Ward People's Committee are assigned to urgently organize measurements, accurately determine the project implementation area, prepare land recovery work and coordinate with the Department of Agriculture and Environment to approve relevant drawings.
The Ho Chi Minh City People's Committee also approved the application of economic - technical indicators and land use indicators planned in the TOD area according to Article 5 of Resolution No. 38/2025/NQ-HĐND dated August 28, 2025 of the City People's Council for two projects to increase the ability to attract investors to participate.
In addition, Ben Thanh Ward People's Committee and Cau Ong Lanh Ward People's Committee are assigned to review the conditions for local adjustment of sub-area planning according to legal regulations on urban and rural planning; and at the same time study and apply point g, clause 3, Article 1 of Resolution No. 260/2025/QH15 dated December 11, 2025 of the National Assembly amending and supplementing a number of articles of Resolution No. 98/2023/QH15 on piloting specific mechanisms and policies for Ho Chi Minh City development to report to the City People's Committee.
Notably, the Ho Chi Minh City People's Committee approved the policy of assigning Khang Dien Company (non-public unit) to organize urban and rural planning for the two projects of Ga - Gao market and Ma Lang quadrilateral before the time of selecting investors and contractors according to the provisions of Resolution No. 260/2025/QH15.
However, the Ho Chi Minh City People's Committee emphasized that assigning planning organization does not mean approving the planning content. The appraisal and approval of the plan will be carried out in the correct order, procedures and authority according to legal regulations.
According to the requirements of the Ho Chi Minh City People's Committee, Khang Dien Company must proactively coordinate with departments, branches, People's Committees of wards and related units in the process of reviewing and planning; ensuring compliance with regulations on urban and rural planning, land, investment, construction and related legal regulations.
The Department of Planning and Architecture, Department of Construction, Department of Finance and Department of Agriculture and Environment are also requested to urgently coordinate and support localities in the implementation process.

Previously, the Ho Chi Minh City People's Committee approved the assignment of Khang Dien Company to study and prepare a report proposing investment policies for the urban embellishment project of Ma Lang and Cho Ga - Gao areas according to the public-private partnership (PPP) method.
According to the proposal of Khang Dien Company, the Ma Lang area in Cau Ong Lanh ward will be renovated in combination with the construction of social housing apartments on a land area of about 3.61 ha. The total estimated investment is about 2,000 billion VND, excluding compensation, site clearance and resettlement costs.
Statistics show that the area belonging to neighborhoods 6, 7, 8, 9 of Cau Ong Lanh ward has about 1,070 cases of houses and land located within the renovation boundary; of which 943 cases are directly affected along with 127 apartments belonging to apartment building 269F Nguyen Trai.
For the Ga - Gao market area in Ben Thanh ward, the enterprise proposed urban embellishment combined with building social housing apartments on an area of about 0.4 ha.
This area currently has about 248 households with 717 people, along with about 238 market stalls and 10 townhouses. The total estimated investment is about 1,100 billion VND, excluding compensation, site clearance and resettlement costs.
