1. Each real estate has its own electronic identification code
One of the notable contents of Decree No. 357/2025/ND-CP (effective March 1, 2026) is the issuance of electronic identification codes for each real estate product.
Accordingly, based on Clause 5, Article 3 of Decree No. 357/2025/ND-CP, the electronic identification code of real estate products (including houses and the floor area built in construction works) is a series of digits and letters with a maximum of no more than 40 characters issued separately for each house (apartment, detached) or real estate in construction works managed in the information system, database on housing and real estate.
Thus, this identification code is a string of characters consisting of letters and numbers, with a maximum length of 40 characters, issued separately for each house or part of the floor area built in the project.
In addition, according to Article 8 of Decree No. 357/2025/ND-CP, for housing, electronic identification codes are composed of basic information such as: land plot code, project or construction code, location code (if any) and a series of natural characters. The entire code creation process is carried out automatically on the national data system on housing and the real estate market.
2. Standardizing the entire real estate market ecosystem
Decree 357/2025/ND-CP stipulates the expansion of the issuance of electronic identification codes to market participants, including: apartment building management and operation units, real estate brokerage practice certificates and individuals entitled to housing support policies.
Article 10 of Decree 357/2025/ND-CP stipulates that the electronic identification code of the apartment building management and operation unit includes the following information fields: Organizational identification number; Natural sequence of characters showing the time of issuance of the notification of eligibility to perform apartment building management and operation issued by a competent authority.
According to Article 11 of Decree 357/2025/ND-CP, the electronic identification code of a real estate brokerage practice certificate includes the following information fields: Province/city code; Individual identification number/foreigner identification number; Natural sequence of characters showing the date, month, year of certificate issuance; certificate serial number; revoked (if any).
According to Article 12 of Decree 357/2025/ND-CP, the electronic identification code of individuals entitled to housing support policies includes the following information fields: Personal identification number; Natural sequence of characters showing the group of beneficiaries and housing support policy programs (Housing support program for people with meritorious services; housing for poor and near-poor households; other support programs).
3. Data is interconnected, ensuring safety and security
According to Clause 4, Article 4 of Decree 357/2025/ND-CP, the information system and database on housing and the real estate market are built with openness and standards and regulations on databases, APIs, and decentralized models; meeting regulations according to the national data architecture framework, security standards; having a description of economic - technical norms issued by competent State agencies; ensuring data connection and sharing with the National General Database and other relevant specialized databases; data in connected and shared databases should not be collected again.
Thus, the national real estate data system is designed in an open and interconnected direction, complying with technical standards on databases, application programming interfaces (API) and access decentralization models. At the same time, the system must fully meet the requirements for information security and safety according to the national data architecture framework.
