Each real estate has its own electronic identification code

Real estate such as detached houses, apartments, and products in the project will have electronic identification codes from March 1, 2026. This is a highlight in Decree 357 of the Government regulating the construction and management of information systems, databases on housing and the real estate market.

According to the Decree, the information system and database on housing and the real estate market are built and managed uniformly from central to local levels. The Ministry of Construction is the unit that builds, manages, and uses the system nationwide. Provincial People's Committees are responsible for collecting, updating, as well as exploiting the database.

The electronic identification code for real estate products is a string of digits and letters, up to 40 characters. This code is issued separately for each house (apartment or detached) and real estate in construction. Issuing separate identification codes for each product helps increase transparency, manage transactions and prevent legal risks.

The structure of electronic identification codes for real estate products will include: land plot identification code - project information code, construction - location identification (if any) - type of real estate product.

In addition to real estate products, the Government also stipulates identification codes for each unit managing and operating apartment buildings, real estate brokerage practice certificates or individuals entitled to housing support policies.

The housing and real estate market database system must have complete project information, including total investment, land use scale, progress, as well as some legal documents.

Standardizing the entire real estate market ecosystem

Not stopping at real estate products, Decree 357/2025 also expands the issuance of electronic identification codes to market participants, including: apartment building management and operation units, real estate brokerage practice certificates and individuals entitled to housing support policies.

Accordingly, according to Article 10 of Decree 357/2025, the electronic identification code of the apartment building management and operation unit includes the following information fields: Organization identification number; Natural sequence of characters showing the time of issuance of the notification of eligibility to perform apartment building management and operation issued by a competent authority.

According to Article 11 of Decree 357/2025, the electronic identification code of the real estate brokerage practice certificate includes the following information fields: Province/city code; Individual identification number/foreigner identification number; Natural sequence of characters showing the date, month, year of certificate issuance; certificate serial number; revoked (if any).

According to Article 12 of Decree 357/2025, the electronic identification code of individuals entitled to housing support policies includes the following information fields: Personal identification number; Natural sequence of characters showing the group of beneficiaries and housing support policy programs (Housing support program for people with meritorious services; housing for poor and near-poor households; other support programs).

This is considered an important step towards creating data interconnection, strictly controlling market operations and improving transparency in the entire real estate value chain.
