On the morning of February 25, Standing Deputy Prime Minister Nguyen Hoa Binh provided information on the action program to implement Resolution No. 80-NQ/TW on developing Vietnamese culture of the Politburo.
Regarding the groups of cultural development tasks, the Standing Deputy Prime Minister clearly stated the thorough grasp of Resolution No. 80-NQ/TW on the fundamental role and endogenetic strength of culture to all cadres and party members.
Building a clean information environment, promoting the propagating core role of artists and intellectuals.
Another important task group is to complete breakthrough institutions. In which, promulgate the National Cultural Index and the Statistical Index to assess the contribution of the cultural industry to economic development.
Promulgating the National Assembly's Resolution with breakthroughs on: public-private partnership (PPP) model in cultural institutions and the Culture and Arts Fund; priority financial mechanism (for training, digital technology, ordering works); policies on remuneration and valuation of artistic talents.
Develop a Project to mobilize resources to bring artworks, cultural heritage, national treasures, and rare antiques from abroad back to the country.
Innovate management methods and digital transformation, innovate management methods from pre-inspection to post-inspection. Operate e-government models, quickly handle violations. Reorganize public service units to ensure streamlining and autonomy.
Building a cultural creative ecosystem associated with startups and new technologies. Applying a controlled testing mechanism in cultural activities. Forming innovation centers, digital content creation spaces and inter-regional product markets in major cities. Mobilizing maximum resources for businesses to participate in the development of the cultural and entertainment industrial value chain.
Synchronously implement the strategy for developing cultural industries and the tourism strategy of Vietnam to 2030. Develop a project to develop 5-10 leading national brands in cultural and tourism industries based on regional identity.
Arrange land fund planning to invest in cultural industrial centers, film studios and creative spaces. Focus on forming cultural complex clusters and developing national and international-scale creative cultural industrial corporations.
Piloting the application of high technology, clean technology and circular economy models throughout the cultural production value chain. Supporting businesses to create digital technology, urgently operating copyright exchanges and cultural and artistic assets in digital form.
Regarding resources, infrastructure and human resources, drastically implement the national target program on cultural development for the period 2025 to 2035. Innovate financial management mechanisms, allocate at least 2% of total annual state budget expenditure to the cultural sector and allocate according to key investment orientations associated with output efficiency. Establish flexible mechanisms to mobilize long-term and transparent socialized resources.
Developing a project on heritage economic valuation to effectively exploit digital cultural assets. Implementing the project on developing Vietnam's digital content industry in the period 2026 to 2030 to create new growth momentum.
Promulgate the National Strategy for developing cultural and artistic human resources. Implement the Project on renovating art education throughout the system of educational institutions associated with digital transformation; promote international training by sending 80 experts and artists to train and foster abroad each year.
Organize a specialized training program for 5,000 human resources to develop electronic games to serve Vietnamese history education.
The Standing Deputy Prime Minister also clearly stated the need to thoroughly prevent offensive foreign cultural products in cyberspace.
Establish 1-3 new Vietnamese Cultural Centers in strategic partner countries such as Russia, USA, China, Korea, Japan; improve the efficiency of centers in France, Laos. Develop a project to develop a chain of Vietnamese culinary restaurants abroad.
