Hanoi City People's Committee has just issued a plan to handle violations, remedy consequences, and ensure social security in resolving cases and incidents related to housing projects of enterprises belonging to the Muong Thanh Group ecosystem represented by Mr. Le Thanh Than as legal representative/owner in the city.
The list of construction projects and investment projects subject to review includes: CT6 Kien Hung Area, Kien Hung ward; Dai Thanh Mixed Area, Dai Thanh commune; Xa La Housing Area, Ha Dong ward; CT5 Tan Trieu Project, Ha Dong ward; VP3 Linh Dam Project, Hoang Liet ward; VP5 Linh Dam Project, Hoang Liet ward; VP6 Linh Dam Project, Hoang Liet ward; HH1 Linh Dam Housing Area, Hoang Liet ward; HH2 Linh Dam Housing Area, Hoang Liet ward; HH3 Linh Dam Housing Area, Hoang Liet ward; HH4 Linh Dam Housing Area, Hoang Liet ward; Kim Van - Kim Lu Housing Area (CT11, CT12), Dinh Cong ward.
The implementation roadmap is as follows:
Phase 1: Request for specific policies and legal mechanisms
The city reported to the Central Steering Committee for Anti-Corruption, Wastefulness, and Negative Phenomena, and the Government Party Committee requested direction on policies and guidelines for handling existing problems and violations at investment projects and works under Muong Thanh Group (implemented in August 2026).
Based on the policy of competent authorities, the City People's Committee directs the development of a Draft Resolution of the City People's Council on specific mechanisms and policies to handle violations and remove difficulties and obstacles for backlog and prolonged projects in the city and submit it to the City People's Council for consideration and approval (submitted before September 30, 2026).
Phase 2: Review and identify items of construction, apartment buildings allowed to exist; items of construction, apartments, buildings that must be relocated or demolished; guide investors to complete procedures on investment, land, planning, construction, financial obligations...
After the Resolution of the City People's Council was passed, the City People's Committee directed inter-sectoral agencies (Department of Construction, Department of Agriculture and Environment, Department of Finance, People's Committees of relevant communes and wards) according to their functions and tasks to coordinate in completing the review and synthesis of data on all items of construction, apartments, and buildings at investment projects to accurately identify and classify them into 2 groups: Allowed to exist or forced to relocate or must be demolished according to the principles and requirements mentioned above (completed in October-November 2026).
The determination of compensation prices for apartments and buildings subject to relocation: The Department of Construction shall preside over and coordinate with relevant city departments and branches to organize the valuation of apartments and buildings subject to relocation in projects with a Decision to initiate a criminal case from the police agency invested by Muong Thanh Group enterprises. For projects that have not yet had a Decision to initiate a criminal case from the police agency, the Department of Finance shall preside over and coordinate with the Department of Construction and relevant city departments and branches to implement (completed in November-December 2026).
Stage 3:
Regarding the handling of apartment relocation, based on the list of statistics of apartments and buildings to be relocated, the investor is responsible for developing a handling plan according to 2 groups of solutions.
Group 1, transferring apartments that must be relocated to another project, which is social housing (not through lottery, identification of subjects) or commercial housing at the Thanh Ha A, Thanh Ha B Urban Area construction investment project being implemented by the investor. While waiting for the investor to complete housing construction at the Thanh Ha A, Thanh Ha B Urban Area construction investment project, the investor agrees with the people to support housing rental costs elsewhere.
Group 2, after the Department of Construction or the Department of Finance have finalized the compensation price (at market price) for investment projects with a decision to prosecute the case by the police agency, the investor agrees with organizations and individuals on the repurchase of apartments and buildings subject to relocation. After receiving money from the apartments repurchased by the investor, the apartment owner is allowed to choose to actively buy social housing belonging to the housing fund introduced by the city (not through lottery or identification of subjects) or actively buy houses according to demand.
The completion progress is in 2027.
Regarding the handling of demolition of construction items, apartments, and buildings, in the process of relocating people out of apartments, the investor must develop a plan to demolish construction items, apartments, and buildings to ensure the implementation progress immediately after the relocation of people out of apartments is completed.
In the demolition plan, the investor must develop a demolition plan to ensure labor safety, environmental sanitation, safety for the surrounding area... and submit it to competent authorities for consideration and approval before implementation.
The investor deploys the demolition, the commune-level People's Committee and relevant Departments and branches of the City coordinate to supervise, guide, and urge the implementation to ensure safety as required.
The completion progress is in 2028.
