On July 24, Chairman of Ca Mau Provincial People's Committee Lu Quang Ngoi chaired a citizen reception for Mr. Ho An Tap (Tan Thanh ward) to consider and remove obstacles in overcoming construction order violations for works built on aquaculture land. Mr. Tap is the owner of the villa considered "the most beautiful in Ca Mau" that once caused public uproar.
According to the dossier, the project was built on about 3,600m2 of agricultural land. Of which, more than 1,303m2 is not in accordance with the plan, so the current status must be restored; more than 2,261m2 is considered for existence if the land user completes the procedures for changing purpose and fulfilling financial obligations. The amount to be paid is more than 8.4 billion VND.
At the citizen reception, Mr. Ho An Tap said that he is facing financial difficulties, so he requested to pay money according to his ability, and at the same time proposed that the tax authority consider lifting the account freeze to have conditions to handle other debts.
After listening to the opinions of departments and branches, Chairman of the Provincial People's Committee Lu Quang Ngoi said that the locality has applied the regulations in the direction most beneficial to citizens. Instead of forcing the entire project to be dismantled, the province allows remedying violations by fully fulfilling financial obligations for the eligible area.
The Chairman of the Provincial People's Committee assigned the tax authorities, Department of Agriculture and Environment, Department of Justice and Tan Thanh Ward People's Committee to continue to review and coordinate to remove violations on the principle of compliance with legal regulations, and at the same time create conditions for citizens to soon overcome violations. He also requested citizens to actively coordinate with functional agencies to thoroughly handle the case.
Previously, Lao Dong Newspaper had repeatedly reported that Mr. Ho An Tap's project was built on 2 aquaculture land plots in Tan Thanh commune (now Tan Thanh ward). Nearly completed, the homeowner posted on social networks showing off the "most beautiful house in Ca Mau" causing public uproar.
After inspection, functional agencies determined that more than 2,261m2 of land in accordance with the plan could be considered for change of land use purpose after completing financial obligations, and more than 1,303m2 inconsistent with the plan must restore the status quo according to regulations.
