On August 14, the People's Committee of Tan Thanh Ward, Ca Mau Province, said that it had reported to request opinions from relevant units on handling the case of a villa considered "the most beautiful in Ca Mau".
According to the People's Committee of Tan Thanh Ward, on December 21, 2022, the People's Committee of Tan Thanh Commune (now Tan Thanh Ward) discovered that Mr. Ho An Tap had arbitrarily converted aquaculture land to non-agricultural land for illegal construction.
On January 9, 2023, the Chairman of the People's Committee of Ca Mau City (old) issued Decision No. 82/QD-XPHC to administratively sanction Mr. Tap, requesting the restoration of the original land status.

However, the processing process has changed a lot. On November 15, 2023, the People's Committee of Ca Mau City issued Decision No. 7309/QD-SDBSHP, amending remedial measures, allowing Mr. Tap to maintain the status quo of the area of 2,261.58 m2 and carry out procedures to convert the land use purpose to residential land for the entire area.
Because Mr. Tap did not carry out the procedures for converting land use purposes, on August 20, 2024, the People's Committee of Ca Mau city issued a decision on enforcement (QD 4617/QD-CCXP). Discovering that he had been forced, Mr. Tap submitted a dossier to request a change of land use purpose.
On September 17, 2024, the People's Committee of Ca Mau city approved Mr. Tap to convert 2,141.70 m2 of land to residential land, with a total financial obligation of more than 8.4 billion VND (including land use fees and registration fees).
After that, Mr. Tap did not pay and submitted a request to reduce the conversion area but was not accepted. Mr. Tap filed an administrative lawsuit with the Provincial People's Court but then withdrew the lawsuit on April 16, 2025.
In May 2025, Mr. Tap submitted a request to withdraw all documents on land use conversion but was not approved by the city government.

From the above developments, Tan Thanh Ward People's Committee recommends that the Department of Justice and the Department of Agriculture and Environment of Ca Mau guide: "Is Tan Thanh Ward People's Committee allowed to enforce the remediation of the consequences of Mr. Tap's villa according to Enforcement Decision 4617/QD-CCXP dated August 20, 2024? In case of enforcement, Tan Thanh ward must revoke Decision No. 407/QD-UBND dated September 17, 2024 of the Chairman of the People's Committee of the old Ca Mau city, on allowing Mr. Tap to change the land use purpose...".

The Chairman of Tan Thanh Ward also clearly stated "recommendations for guidance on implementation procedures" on how the Ward People's Committee revoked Decision 407/QD-UBND of the Chairman of the old Ca Mau City People's Committee.
Regarding the incident, Mr. Ho An Tap repeatedly stated the reason for not having enough money to change the land use purpose (more than 8 billion VND), hoping to only transfer part of the completed status of the house. The owner of the villa also gave the land use conversion fee too large, he could not afford it.
