Citizens ask, can the Chairman of the People's Committee of a commune be assigned to the Vice Chairman of the People's Committee to be the Chairman of the specific land appraisal council?
Responding to this content, the Ministry of Agriculture and Environment said that at point d, clause 1, Article 15 of Decree No. 151/2025/ND-CP stipulates that the Chairman of the People's Committee at the commune level is responsible for participating as the Chairman of the Land Valuation Council at the specific commune level as prescribed in Clause 3, Article 161 of the Land Law.
The Vice Chairman of the People's Committee performs the tasks and powers assigned by the Chairman of the People's Committee according to the fields and working areas in accordance with the provisions of the law on the organization of local government (Clause 4, Article 40 of the Law on Organization of Local Government 2025)
