On the afternoon of September 5, Deputy Minister of Natural Resources and Environment Le Minh Ngan chaired a press conference on detailed regulations for implementing the 2024 Land Law.
Responding to questions about the two recent land auctions in Thanh Oai and Hoai Duc ( Hanoi ), Mr. Chu An Truong - Deputy Director of the Department of Planning and Land Resources Development, Ministry of Natural Resources and Environment (TNMT) said that so far there has been no conclusion of the inspection of these two land auctions.
In the auction results, Mr. Truong said that he had reviewed the request for local reports and provided some documents, the Thanh Oai result was about 4,500 documents and it was necessary to review issues related to the basis for conducting the auction, the basis for determining the price, the auction plan of related documents. "The volume is very large and needs to be carefully checked, because this is a content that not only the public is interested in and receives the attention and direction of the Prime Minister.
We need to get full information about the results of the inspection team. After having a report working with ministries and branches according to the Prime Minister's direction, we will fully inform the press" - Mr. Truong said.
Mr. Truong commented that the work carried out at the local level was carried out seriously, and the input price could be determined to be low. However, the whole process also needed to consider all legal regulations, at the time when the locality built the price plan for the intersection of the 2013 Land Law and the 2024 Land Law.
"There is not enough basis to say whether there are loopholes in the auction or not. According to legal regulations, the documents have fully stated the method of determining prices. Therefore, the implementation of the locality needs to be better," said Mr. Truong.
According to Mr. Chu An Truong, the Ministry does not recommend whether to organize or not, this is under local authority.
Speaking more about this issue, Deputy Minister of Natural Resources and Environment Le Minh Ngan said that to confirm whether it is a loophole or not, it is necessary to have the results of inspection, examination, review, and verification based on the records. Therefore, if the incident becomes complicated, affecting the price situation of the real estate market or the political security situation, economic security, if it is concluded that it is due to the influence of the policy, it is necessary to quickly advise the competent authorities to immediately handle the loophole issue.
"Up to this point, we have not discovered any policy loopholes," Mr. Ngan said.
According to Mr. Ngan, the inspection team currently has no conclusion to confirm the objective and subjective causes. "When the objective and subjective causes are determined, and the exact cause and nature of the problem are found, then recommendations can be made.
Regarding the unusually high land auction results in some suburban districts, on August 22, the Hanoi People's Committee issued a document requesting localities to inspect, detect and handle violations (if any).
According to the Hanoi People's Committee, recently in the city, there has been a phenomenon of land use rights auctions with winning prices many times higher than the starting price. For example, land auctions in Thanh Oai district were 7-8 times higher, and in Hoai Duc district, the highest price was 18 times higher than the starting price.
The Hanoi People's Committee believes that the above unusually high bids could affect socio-economic development, investment and business environment, housing and real estate markets.
