Hanoi City People's Committee has just issued a plan to handle violations, remedy consequences, and ensure social security in resolving cases and incidents related to housing projects of enterprises belonging to the Muong Thanh Group ecosystem.
The list of construction projects and investment projects subject to review includes: Zone CT6 Kien Hung, Kien Hung ward; Dai Thanh Mixed Area, Dai Thanh commune; Xa La residential area, Ha Dong ward; CT5 Tan Trieu project, Ha Dong ward; VP3, VP5, VP6 Linh Dam project, Hoang Liet ward; HH Linh Dam apartment complex, Hoang Liet ward and Kim Van - Kim Lu residential area (CT11, CT12), Dinh Cong ward.
A noteworthy point is that the review does not stop at the project level but must specifically determine the number of apartments, current area and location of apartments built on each floor of each building. On that basis, the city will classify items that are allowed to exist and cases that must be relocated or demolished.
This development makes many HH Linh Dam residents have to consider between continuing to keep apartments, waiting for handling plans or selling them when prices have decreased and liquidity is no longer as favorable as before.
According to a survey by Lao Dong on real estate buying and selling channels, apartment prices at HH Linh Dam apartment building are decreasing sharply compared to the end of 2025.
Accordingly, the current asking price is commonly in the range of 30 - 36.7 million VND/m2, down 35.2% compared to the peak of 56.6 million VND/m2 in December 2025. Along with that, many reports of selling at a loss apartments in this project have appeared.
According to surveys, a 2-bedroom apartment in HH1 Linh Dam building, with an area of 45m2, is being offered for sale at 1.85 billion VND, equivalent to 41.11 million VND/m2. Another apartment with an area of 67m2, including 2 bedrooms, is being offered for sale at 2 billion VND, equivalent to 30.75 million VND/m2. Many other apartments in the project are also being offered for sale at prices ranging from 1.4 - 3.5 billion VND/unit.
Ms. Do Ha - a resident at HH Linh Dam apartment building said that in recent days her family has been quite anxious about information related to Hanoi's review and handling of existing problems in this project. Her family is also considering the option of moving houses to make it more convenient for work.
The HH Linh Dam project is invested by Dien Bien Private Enterprise No. 1 and Bemes Company. The project was put into use in 2015 with about 10,000 apartments, home to more than 40,000 residents. Despite the formation of a densely populated residential community, many legal rights of the people are still "suspended" due to violations of the investor in the construction process, especially the failure to issue pink books.
