The Ministry of Natural Resources and Environment has officially issued a new Certificate form from January 1, 2025.
Accordingly, from January 1, 2025, when making a book for the first time or applying for a change or re-issuance, people will be issued a new GCN form with the highlight being the QR code located on page 1 and printed to ensure technical requirements for the QR code 2005 according to Vietnamese standard TCVN 7322:2009 (ISO/IEC 18004:2006) with a size of 02 cm x 02 cm.
According to the Ministry of Natural Resources and Environment, this QR code is used so that land users, property owners or related persons can verify information and changes in land plots to avoid counterfeiting and help competent authorities easily manage information on the Certificate.
And with the design of enhanced security factors, adding closed and open anti-counterfeiting factors (closed anti-counterfeiting means that only the issuing agency of the certificate has the authority to authenticate; open anti-counterfeiting is a factor that allows relevant subjects to visually authenticate), the QR code on the new Book allows people to look up and authenticate the information of the Certificate directly with the competent authority.
Accordingly, the information displayed on the QR code has the same value as the Certificate information, consistent with the information in the land database or information recorded in the cadastral records in places where a land database has not been established.
Thus, from January 1, 2025, people can check whether the book is real or fake via QR code.
