1. Red book, pink book have new names
From August 1, 2024, when the 2024 Land Law takes effect, red books and pink books will have a new name according to regulations, which is Certificate of land use rights and ownership of assets attached to land.
However, according to Point a, Clause 2, Article 43 of Circular 10/2024/TT-BTNMT, the old Certificate form will still be used until December 31, 2024.
The new model certificate with the legal name "Certificate of land use rights and ownership of assets attached to land" will be officially applied from January 1, 2025.
2. New Certificate form from 1.1.2025 has many changes
The blank form of the Certificate of land use rights, house ownership rights and other assets attached to land (also known as red book) of Circular 23/2014/TT-BTNMT has expired and stopped being issued from January 1, 2025.
Instead, it is to issue new red book forms according to Circular 10/2024/TT-BTNMT, applicable from January 1, 2025 onwards.
- The new red book form is made according to the form in Circular 10/2024/TT-BTNMT as follows:
+ The certificate of land use rights and ownership of assets attached to land (commonly known as the red book) will consist of a sheet of two pages, printed with a bronze drum pattern, pink in color, measuring 210 mm x 297 mm, with the National Emblem, National Name, the words "Certificate of land use rights and ownership of assets attached to land", the Certificate issuance number (serial number) consisting of 2 Vietnamese letters and 8 digits, the words "Detailed information is shown in the QR code", the number entered in the Certificate issuance book and notes for the person granted the Certificate (called the Certificate blank).
- The form of Certificate of land use rights and ownership of assets attached to land shows the following contents:
+ Page 1 includes: National emblem, National name; the words "Certificate of land use rights, ownership of assets attached to land" printed in red; QR code; Certificate code; section "1. Land user, owner of assets attached to land:"; section ". Land plot information:"; section "3. Information of assets attached to land:"; place name, date of signing the Certificate and the agency signing the Certificate; Certificate issuance number (serial number); the words "Detailed information is shown in the QR code";
+ Page 2 includes: section “4. Land plot diagram, assets attached to land:”; section “5. Notes:”; section “6. Changes after the issuance of the Certificate:”; number entered in the Certificate issuance book; notes for the person granted the Certificate;
+ The content and form of specific information on the Certificate of land use rights and ownership of assets attached to land are implemented according to Form No. 04/DK-GCN of Appendix No. 1 issued with Circular 10/2024/TT-BTNMT.
