On December 6, the Department of Natural Resources and Environment of Quang Tri province said that although there is funding to issue land use right certificates (red books) and production land for local ethnic minorities, it still faces many difficulties.
Previously, since 2018, the People's Council of Quang Tri province issued Resolution No. 10/2018/NQ-HDND on policies to support residential land and funding for granting certificates of land use rights and production land for ethnic minority households and poor households in communes of region III, especially disadvantaged villages and hamlets of Quang Tri province.
By the end of 2022, localities have not yet completed the targets set out in the resolution and proposed to extend the implementation period until the end of 2023. Therefore, the Provincial People's Council continued to issue a resolution allowing the extension of Resolution No. 10/2018/NQ-HDND until the end of 2023.
The budget to implement the above resolution is over 7 billion VND, but so far only over 3.7 billion VND (53.11%) has been implemented. Currently, 987 households/1,189 households have been supported to create residential land; 263 households/1,189 households have been granted red books for residential land; 722 households/2,768 households have been granted red books for production land.
Mr. Tran Van Quang - Director of the Department of Natural Resources and Environment of Quang Tri province - said that the above resolution is a correct policy, demonstrating the humanity and concern of the province for ethnic minority people. When implementing the resolution, it ensures that poor households have enough land to live and are granted red books for residential land and production land - helping people have conditions to access capital sources, expand production development, gradually eliminate hunger and reduce poverty.
However, the implementation is difficult because some land areas have been used by people and houses have been built on them for a long time, but through the review and inspection process, it was determined that the land belongs to the area of protected forests; forestry land; agricultural land; land planned for perennial crops. There are cases where people have lived on land stably for a long time but the People's Committee of Quang Tri province has leased it to businesses... In particular, the work of directing, operating and urging the implementation of policies at the local level has not received due attention.
"It is necessary to make a comprehensive assessment to develop projects, set clear goals and plans to support people in a timely manner, help people stabilize production, and reduce poverty," said Mr. Tran Van Quang.
Mr. Nguyen Dang Quang - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Quang Tri province - said that the issue of residential land and production land for ethnic minorities is an urgent requirement for sectors and localities. However, the implementation of policies related to this issue still faces many difficulties and obstacles. Currently, the reported and summarized data are still not specific, so the Provincial People's Council does not have enough basis to issue local mechanisms and policies.
Therefore, Mr. Nguyen Dang Quang requested the Provincial People's Committee to direct relevant departments, branches and localities to conduct surveys and grasp the specific needs of the people so that the Provincial People's Council can consider and implement policies to create land funds and support housing for ethnic minorities in a full and timely manner.
