Nearly 9,000 red books in Cao Bang are stuck and have not been delivered to the people

Cao Bang currently has nearly 9,000 land use right certificates (red books) that have been signed but have not been delivered to the people.

On November 2, Lao Dong's source said that Mr. Tran Hong Minh - Secretary of Cao Bang Provincial Party Committee has just directed specialized agencies to completely resolve the issue of a large number of red books that have been signed but not yet given to land users from 2000 until now, this must be completed before June 2025.

Accordingly, based on the synthesis of data reported by units, from 2000 to July 31, 2024, there were 8,415 district-level red books signed but not yet given to land users in Cao Bang province.

In Report No. 403-BC/BCSD of the Party Committee of Cao Bang Provincial People's Committee on the results of reviewing and counting the number of land use right certificates signed but not yet granted to land users over different periods in the area, some additional situations were also raised.

Most of these projects are invested by the Department of Natural Resources and Environment of Cao Bang province or authorized by the People's Committees of districts and cities as the investor representatives.

The basic projects have accepted the completed volume, the investor units preside over and coordinate with the construction units to hand over the red books to the People's Committees of communes, wards and towns to issue to land users according to regulations.

However, in the process of handing over red books to land users up to now, there are still some remaining issues that have not been handed over due to a number of main reasons such as: Incorrect information about land users, boundaries, land plot area, not yet fulfilled financial obligations; land is in dispute; land users have moved to another place of residence and land users have moved to another place of residence and have transferred but have not completed the procedures according to regulations; notified many times but land users have not come to receive...
